HURIDOCS is seeking a Programme Officer for Middle East North Africa to join our diverse global team. The Programme Officer will ensure the successful delivery of information management systems and reliable advice to our organisational partners who are working on human rights investigations and documentation. We are looking for someone who is based in the Middle East North Africa region or Europe, and has information management and analysis experience. 

Candidates should be passionate about human rights and have a working knowledge of current information and technology challenges facing the sector.

Title: Documentation Programme Officer for Middle East North Africa

Employment type: 100%

Salary and benefits: Competitive for a human rights NGO (starting salary depending on location and experience; e.g. for someone based in Amman the estimated gross salary would be USD 2,800 + social benefits; in Tunis USD 2,000 + social benefits; in Berlin net EUR 1,400).

HURIDOCS staff has 20 days of paid vacation, in addition to year-end office closing and local bank holidays.

Location: The candidate will work remotely and should be based in the Middle East and North Africa region or Europe. The HURIDOCS office is in Geneva, Switzerland and key collaborators work in the European time zone.

Start date: 1 July 2020 (or earlier) is desired

Duties and Responsibilities

As Documentation Programme Officer at HURIDOCS you will:

  • Manage a portfolio of projects with organisations who are working on documenting and/or investigating human rights violations, which includes developing plans to integrate new processes and technologies into their work, providing training and support, translating the needs of partners into technology requirements, and taking an initial lead on defining and reviewing information structures;
  • Contribute to the strategy development process with program leadership and other staff;
  • Assess the needs of potential organisational partners; 
  • Manage project budgets;
  • Identify and develop reusable resources for the HURIDOCS community (guides, templates, demos, etc) and engage in convenings, trainings, and communications to maximise impact;
  • Build and establish strategic relationships with other NGOs and institutions; 
  • Document and report the outcome of projects for partners, funders, and HURIDOCS according to deadlines and format requirements; 
  • Develop project proposals and contribute to other fundraising, e.g. by representing HURIDOCS in public and private events;
  • Maintain an overview of past projects, coordinate regular follow up for quality assurance, MEL (monitoring, evaluation and learning) and relationship-building.

Skills and Competencies

We’re looking for someone with:

  • Experience providing technology and/or data and/or information management support to human rights organisations;
  • Competency in at least two of the following data skills: processing, wrangling, analysis, modeling, visualisation, storytelling;
  • Experience managing projects and teams;
  • Knowledge of the cultural landscape of Middle East and North Africa region;
  • Ease in close collaboration with the Programme Teams to share good practices, challenges, advice and solutions;
  • Active participation and significant relationships in your field of expertise;
  • An open and flexible mindset, and the ability to handle sensitive and confidential information;
  • Excellent time-management skills and the ability to work on multiple long-range projects at the same time;
  • Proactive communication, ability to work remotely and with colleagues in different time zones;
  • Good written and spoken English; fluency in Arabic is required
