The Institute for Public Health Innovation (IPHI) is recruiting a Program Manager to coordinate activities of the Community Healthcare Coalition of Greater Prince William (CHCGPW).  The CHCGPW is a partnership of local organizations and community members working together to improve the health and wellbeing of residents in the Greater Prince William Area. The scope of work of the Coalition includes engaging the community, local officials, advocates, and leaders in efforts to promote a safe, healthy environment where all residents can thrive, and developing and strengthening partnerships for a greater collective impact and resource sharing. The CHCGPW is composed of founding partners, a Steering Committee, general members and priority groups.

IPHI is providing technical support to the CHCGPW through a partnership with the Prince William Health District, Potomac Health Foundation, George Mason University, Greater Prince William Community Health Center, Novant Health UVA Health System (Prince William Medical Center & Haymarket Medical Center), and Sentara Northern Virginia Medical Center. The IPHI Program Manager position will ensure close day-to-day coordination among IPHI, the Prince William Health District and the CHCGPW Coalition Co-chairs, Steering Committee, and workgroup chairs on all CHCGPW activities.  This position is funded for one year by the Potomac Health Foundation with the possibility of renewal. 

The Program Manager plays a central role in the development and coordination of public health programming and the community health improvement process.  The Program Manager position requires public health knowledge and experience as well as excellent analytical, interpersonal, organizational, and writing skills and the exercise of extensive discretion, independent judgment, and political acumen.

Primary Responsibilities

  • Conduct research activities with subcommittees to help identify priority strategies.  
  • Recruit new members to expand coalition participation.
  • Develop communications guidance document to increase awareness and communication among membership and the public.
  • Coordinate planning and implementation of Steering Committee and workgroup meetings, in close collaboration with group representatives and team members. Work with content area experts and community partners to develop and write action plans on Community Health Improvement Process (CHIP) health issue priorities.
  • Facilitate and coordinate the work of new or existing workgroups to assist with implementation of work plans.
  • Develop and effectively manage program timelines to ensure timely completion of program deliverables.  
  • Monitor program activities to ensure quality and accuracy of work outcomes vis-à-vis contractual and grant commitments.
  • Develop publications, grant applications, and reports through collaborative writing and editing. 
  • Identify evaluation tools, resources, and best practices to help improve the ongoing CHIP and work group action planning. 
  • Identify partnership and funding opportunities and promote relationship-building with other organizations, agencies, and stakeholders. 
  • Develop presentations and other materials for use during program-related events and meetings.
  • Identify and meet with stakeholders/partners to discuss opportunities for sustainability. 
  • Manage and build relationships with contractors and key community stakeholders. 
  • Adhere to administrative and recordkeeping guidelines to support accurate bookkeeping and documentation of activities.
  • Develop and manage project budget.

Required Education and Experience

  • Minimum Bachelor’s degree in a field related to public health highly preferred with a minimum of five (5) years’ experience working on community-level public health issues.
  • A commitment to health equity and racial justice.
  • A strong understanding of public health practice.
  • Ability to work with diverse individuals and groups on complex community issues.
  • Track record of program management.
  • Demonstrated experience working successfully in a complex and dynamic organizational environment.
  • Strong oral and written communication skills.
  • Experience facilitating group process, such as committees or community coalitions preferred.
  • Experience working with state/local government, community health improvement planning, and/or hospital community benefit programs a plus.
  • Willingness to engage in continuous learning and training.
  • Demonstrated professional and political aptitude.
  • Familiarity with Prince William community is preferred. 
  • Experience managing virtual meeting technology and tools (Zoom, Jam boards etc.).
  • Use of a personal vehicle to travel between worksites or other locations is a primary duty of this role.
  • Ability to perform work duties from a remote location is required. 

Compensation: Salary is contingent upon available funding. This position is designated as a full-time position with full benefits, but initially structured as a 30 hours per week position. Starting compensation for this position is expected to have an hourly equivalent in the range of $30-$34.61 per hour for 30 hours per week and is dependent upon level of experience. A position of less than 30 hours per week may be available but would not include full benefits. Job Location: The Program Manager is a remote position. Office space is available at the Prince William Health District as well as at IPHI’s various regional offices as needed. The position currently requires virtual meetings, but this position will likely require face-to-face meetings in the future that may occur during business, evening and weekend hours in Prince William County, Virginia. 

Travel: Occasional travel within Northern Virginia and to IPHI’s regional offices may be required and is reimbursable. Use of a personal vehicle to travel between worksites or other locations is a primary duty of this role.
