The HIV/AIDS epidemic is not over, especially in Black communities. Would you like to be a part of the solution? The Black AIDS Institute is looking for a highly organized and self-motivated Human Resources and Operations Director to help us end HIV and AIDS. The Human Resources (HR) & Operations Director is a vital member of BAI’s executive team responsible for the general oversight and management of all the agency’s operations, including technology, administration, facilities, culture, and human resources. The HR & Operations Director strategically develops and implements best practices to help us hire, grow, and retain exemplary talent and acts as the advisor to the CEO and senior leadership to maintain a “Best Place to Work” culture and as such facilitates initiatives across the organization. This critical role will help cultivate people, programs and processes for the organization. This position will assess and identify capability gaps and opportunities for improvement to enable a culture of high performance; report findings and propose solutions to senior leadership.

The HR & OD Director also leads BAI’s HR activities and plans, develops, implements and administers HR programs for company employees. This position is responsible for development and integration of human resource programs and associated projects to achieve strategic business goals and operational objectives.

The Black AIDS Institute is the only national HIV/AIDS thinktank focused exclusively on Black people. For the first time in BAI’s 20-year history the organization is under new leadership that is leading the organization to new and dynamic programming and increased impact. The HR & Operations Director is a new position that will be a part of an expanded and critical executive leadership team that is tasked with transforming the organization to ensure we are able to achieve our mission of ending HIV in Black communities. The ideal candidate must thrive in a demanding work environment, enjoy tackling big problems, communicate positively, have documented success in developing and implementing systems to support a healthy and thriving staff, exemplify Black excellence in their work and thrive in an unapologetically Black work environment. 

This is a full-time position. Some weekend and evening hours will be required. Some travel may be required.

Human Resources 

• Collaborate with executive leadership to define the organization’s long-term mission and goals; identify ways to support the mission through talent management

• Provide executive-level leadership and guidance to the organization’s HR operations. Set, enforce, and evaluate legally compliant human resources policies, procedures, and best practices, and identify and implement long-range strategic talent management goals

• Strategize, plan, and direct the activities of all BAI’s HR activities including recruitment and selection, compensation, payroll, benefits, workers compensation, leave management, staff training, leadership development, employee relations, and various staff events

• Translate strategic initiatives into and manage the development of the organizations HR plan, goals, policies and systems for each functional area of HR 

• Provide HR consulting expertise to executive leadership particularly from the perspective of the impact on people and the organization and make recommendations that focus on improvement, equity, and compliance 

• Develop staffing strategies and implement plans and methods to identify talent internally and externally, and identify appropriate and effective external resources for recruiting and assessing candidates 

• Oversee organizational cultural of learning initiative(s) for BAI’s entire team

• Lead, in partnership with the executive team, in the development and enhancement of BAI’s culture via programs, initiatives, recruiting philosophy, and every day operational behaviors

• Research, develop, and implement competitive compensation, benefits, performance appraisal, and employee incentive programs

• Ensure compliance with employment, benefits, insurance, safety, payroll, and other laws, regulations, and requirements 

• Maintain knowledge of laws, regulations, and best practices in employment law, human resources, and talent management

• Performing all human resources-related functions, including but not limited to, overseeing disciplinary procedures, following up on grievances, and following general personnel policies and procedures

• Leading hiring process in collaboration with hiring managers, including developing and posting job descriptions, leading recruitment efforts, scheduling interviews, drafting interviewing questions, ensuring the hiring process is happening as efficiently as possible, pre-employment functions, developing offering letters, etc. 

• On-boarding new hires

• Creating files for new staff and maintaining files for current staff

• Submitting appropriate benefit enrollment and change forms in a timely manner

• Providing general administration of all employee benefits

• Leading employee annual performance processes and ensure they are completed by established timelines

Payroll Management

• Performing all payroll related functions including handling timesheets, reporting payroll biweekly and processing final employee checks and time off payouts

• Managing paid time off requests from staff including collecting approved requests 

• Providing general payroll support for staff 

• Updating new employee information in payroll systems

• Working with payroll vendor on matters including setting up and updating withholding accounts and UI rates and updating employee benefits information

• Managing all functions related to employee wage garnishments


• Identifying and formalizing new operations policies and procedures 

• Managing the implementation of, and compliance with, operations policies and procedures to ensure office efficiency, reliability, and compliance with best practices. Including but not limited to technology planning, contract management (i.e., liability insurance, landlords, vendors, etc.), approval processes, document storage and destruction, data management, and reporting.

• Oversight of administrative and programmatic operations of the Black AIDS Institute including planning and scheduling; developing and monitoring computerized information systems; developing, implementing, monitoring and evaluating administrative systems and procedures; and personnel administration 

• Organizing and managing day-to-day operational functions for BAI facilities.  

• Lead and coordinate monthly staff meetings.

• Developing, tracking, and managing vendor contracts and communications

• Managing all organizational insurance policies and completing yearly renewal processes

• Maintaining office efficiency by planning and implementing office systems, layouts, and equipment procurement

• Managing the organizations databases

• Maintaining office records


• Maintaining an inventory of office equipment to ensure staff can fulfill their job functions 

• Liaising with technical support on matters concerning electronic equipment, phone networks, etc.

• Maintaining inventory of equipment and ensuring staff have the physical material (phones, laptops, desks, etc.) to complete their work  

• Liaising with the building manager(s) on matters concerning the physical space, parking and relationships with other tenants


• Master’s degree in related field preferred. 

• At least 8 years of progressively responsible related work experience. 

• Experience in strategic planning and implementation

• Deep knowledge of broad-based HR functions (talent management, recruitment, benefits, learning & development, etc.)

• Thorough knowledge of US employment-related laws and regulations.

• Excellent verbal and written communication skills Impeccable interpersonal and conflict resolution skills 

• High emotional intelligence, a “no job too small” startup mentality

• Experience leading and coaching cross-functional teams and managing teams of professionals 

• Staff management: Experience in hiring, developing, and managing staff. Successful track record of building and working as part of a team.

• Technologically savvy

• Outstanding organizational skills with strong attention to detail and follow-through, with the ability to prioritize tasks to meet deadlines 

• Ability to work on multiple projects simultaneously.

• Ability to solve problems quickly and creatively.

• High level of proficiency with Windows, Microsoft Word, Outlook, PowerPoint and Excel

• Excellent oral, written, interpersonal communication, public speaking and presentation skills

• Exemplary ability to manage multiple tasks using independent judgment and discretion

• Ability to work independently and accurately in a high-paced, deadline-oriented environment

• Ability to work under pressure while exercising discretionary judgment; make decisions when necessary with minimal direct supervision; work remotely without supervisory accompaniment.

• Ability to evaluate/interpret information and make independent judgments/decisions
