Disability Rights Specialist

Coalition for the Homeless

Advocacy Department

The Coalition for the Homeless is the nation’s oldest advocacy and direct service organization helping homeless men, women and children. We believe that affordable housing, sufficient food and the chance to work for a living wage are fundamental rights in a civilized society. Since our inception in 1981, the Coalition has worked through litigation, public education and direct services to ensure that these goals are realized.

POSITION SUMMARY: The Disability Rights Specialist’s primary area of responsibility focuses on assisting shelter applicants and residents with disabilities in asserting their rights under Federal, State, and local law. At the direction of the Director of Government Relations and Legal Affairs, and in collaboration with the Advocacy staff and shelter residents, the Disability Rights Specialist establishes priorities and goals for outreach and engagement, advocacy, organizing, and securing and monitoring the accommodations provided to shelter residents with disabilities.

The Disability Rights Specialist, often with other members of the shelter monitoring team (Shelter Specialists), conducts scheduled daytime joint inspections of shelters with the NYC Department of Homeless Services (DHS), as well as unscheduled independent inspections, which may occur during nighttime and weekend hours. The Disability Rights Specialist advocates for shelter residents and documents violations and other problems, with an emphasis on supporting the rights of those with disabilities. The Disability Rights Specialist also provides outreach, information, and referrals to shelter residents, and helps organize, support, and mobilize shelter residents and formerly-homeless New Yorkers for Coalition advocacy campaigns and events. The Disability Rights Specialist assists in the monitoring of the Butler v. City of New York settlement implementation, which includes analyzing DHS policies and procedures that impact individuals receiving or seeking DHS shelter and services. The Disability Rights Specialist must adopt a professional tone consistent with the mission and goals of the Coalition for the Homeless in providing these services.
