Organization Description: An affiliate chapter of the National Urban League, the Urban League of Louisiana (ULLA) was founded as a non-profit, nonpartisan, community-based organization in New Orleans in 1938. Since its inception, the Urban League has existed to enable and empower African Americans and other communities seeking equity, to secure economic self-reliance, parity, and civil rights. At our core, the ULLA is focused in the programmatic areas of education and youth empowerment, workforce and economic development and public policy and advocacy initiatives to implement our strategic mission. 

Position Summary: The Education Research Associate serves the ULLA and is responsible for developing and implementing a public policy strategy designed to achieve the organizations’ advocacy goals in the areas of public education and youth development. The Research Associate will work under the direction of the Vice President of Education and Youth Development and Policy Analyst on a variety of education policy issues, such as the educator pipeline, school improvement including ESSA implementation and the evolving education landscape in both New Orleans and Baton Rouge. The associate will work in a team environment to develop content, including reports, opinion editorials and testimony, that seeks to increase educational opportunity for historically disadvantaged students, as well as content that defends against threats posed to these students. The Associate is responsible for monitoring events, policy decisions, trends and other issues impacting the education landscape. The Associate recommends solutions and policies to lawmakers, the media and the public that promote equity, transparency and accountability in public education. The ideal candidate has excellent writing and analytical skills, works well in a fast-paced environment with competing priorities and is passionate about improving the educational outcomes for students and families at the local and state level.


  • Conduct independent research and policy analysis
  • Develop education policy briefs, equity reports and other written communications to advance ULLA’s annual policy agenda
  • Conduct quantitative and qualitative analysis using publicly available datasets, as well as manage the process of new data collection in support of UL education programs
  • Work with Policy Analyst and VP of Education and Youth Development and other staff to develop content for a range of reports and materials for multiple stakeholders
  • Work with Development Director to compile and use data and other content for grants and proposals
  • Conduct focus groups where needed to inform ULLA education policy efforts
  • Direct programs and events to engage, motivate, and educate activists and community supporters
  • Ensure successful tracking and utilization of supporter data
  • Organize and mobilize supporters to engage, motivate, and educate politicians or other leaders in authority
  • Network and develop relationships with key state and community leaders, education leaders, government officials, advocacy partners and other stakeholders
  • Develop and foster partnerships with governmental and non-governmental organizations with similar goals to amplify ULLA’s voice to advance our mission
  • Seek opportunities to elevate CEO and other key staff and volunteers


  • Bachelor’s Degree, preferably in Policy, Public Administration or Government; 3-5 years of experience working in public policy and advocacy
  • Strong familiarity with the legislative process
  • Exposure to working with state legislatures, and state government agencies
  • Excellent communication skills, including written and public speaking
  • Experience with on-camera interviews
  • Accomplishments in government relations and/or policy at the state level
  • Proven record developing and implementing state and legislative initiatives
  • Ability to develop collaborative arrangements and strategic partnerships
  • Self-starter, able to work interdependently to accomplish goals and outcomes
  • Ability to lead, direct and motivate staff and volunteers
  • Demonstrated success in developing and communicating a tactical plan to key stakeholders
  • Resourceful with strong research skills
  • Strong interpersonal skills, including the ability to marshal the human resources necessary to achieve desired outcomes
  • Requires valid driver’s license and a reliable and flexible means of transportation
  • Flexibility to work on weekends
