HURIDOCS is seeking an Interim Programme Officer to cover for a member of our team who will be taking parental leave. The Interim Programme Officer will be responsible for supporting the implementation of projects within HURIDOCS’ Documentation of Violations programme stream and will ensure the successful delivery of information management systems to our partners who are working on human rights investigations and documentation. We are looking for someone who is fluent in English, and has training, information management and analysis experience. 

Candidates should be passionate about human rights and have a working knowledge of current information and technology challenges facing the sector, specifically in Asia. 

Title: Interim Programme Officer

Employment type: 60 to 80%, fixed term contract

  • Salary and benefits: Competitive for a human rights NGO (starting salary depending on location and experience). E.g. the estimated monthly gross payment (including 11% social benefits and USD 50/month home office allowance) at 80% would be in Bangkok, Thailand: USD 2,250; in Jakarta, Indonesia: USD 1,850; in Manila, Philippines: USD 1,950; in Seoul, South Korea: USD 3,450.

Supervisor: TBD

Location: Remote, preference for Asia-based candidates with strong knowledge of the Asian context. 

Start and End Date: 3 May 2021 to 28 January 2022

Duties and Responsibilities

As a Programme Officer at HURIDOCS you will:

  • Manage a portfolio of projects (and budgets) with organisations who are working on documenting and/or investigating human rights violations. This will include:
  • Drafting proposals and contracts based on existing templates and examples for new projects when needed,
  • Assessing the needs and priorities of partners, developing the data model, configuring Uwazi, 
  • Conducting trainings to enforce partners’ engagement in information management and tool use,
  • Supporting existing partners by documenting issues and tracking them to resolution,
  • Ensuring the timely and effective delivery of the project and/or services at agreed upon date; quality and budget,
  • Documenting and reporting the outcome of projects for partners, funders, and HURIDOCS according to deadlines and format requirements.
  • Develop and maintain positive working relationships with team members, partners and other stakeholders (consultants, external developers).
  • Lead capacity building processes with local actors to enhance their information management processes;
  • Identify and develop reusable resources for the HURIDOCS community (guides, templates, demos, etc) and engage in convenings, training, and communications to maximise impact.

Skills and Competencies

We’re looking for someone with:

  • Experience providing information management or technology support to human rights organisations;
  • Experience in capacity building for human rights actors including needs assessment, developing a methodology, designing and delivering trainings, producing resource materials and writing reports;
  • Experience managing projects and working with partners based in Asia;
  • An open and flexible mindset, and the ability to handle sensitive and confidential information;
  • Excellent time-management skills, proactive communication, ability to work remotely and with colleagues in different time zones;
  • Fluency in English is required.
