History

Originally established by the SF Sheriff’s Department (2003) as the first charter school in the nation to operate inside of a county jail, today Five Keys is a nationally recognized education management (non-profit) corporation that operates accredited charter schools and programs for TAY youth and adults at 70 locations across California.

Five Keys operates with the goal of restoring communities through education and other programs that respond to the students’ and community needs---which in turn creates safer communities. Five Keys provides a range of educational programs and services including: high school diploma, career and technical education, digital literacy, ESL, cognitive behavioral, recovery programs, case management, correctional education consulting and college access to transitional aged youth and adults in six California counties.


Position Summary

Five Keys has Talent Management employees in NorCal and SoCal locations, as well as an off-site Recruiter. The NorCal team includes the Director of Talent Management, this Sr. HR Generalist role and our Payroll Specialist. The SoCal team includes a Sr. HR Generalist, HR Generalist and HR Associate.

The Senior HR Generalist is directly responsible for the overall administration, coordination, and evaluation of the human resource function and performs human resources-related duties at the professional level and may carry out responsibilities in some or all of the following functional areas: employee relations, training, recruiting, labor relations, benefits, payroll support and performance management.


JOB DUTIES AND RESPONSIBILITIES

  • Develops and administers various human resources plans and procedures for NorCal personnel,
  • Collaborates with the Recruiter and SoCal Sr. HR Generalist to support all personnel agency-wide
  • Plans, organizes and controls all HR generalist activities of the NorCal region
  • Leads benefits administration including assisting employees with enrollment, answering questions and providing resources
  • Collaborates with benefits vendors and brokers to ensure operational effectiveness and quality customer service
  • Supports the Payroll Specialist employee and duties
  • Assists in developing, recommending, and implementing personnel policies and procedures; helps to maintain handbook on policies and procedures
  • Maintains Human Resource Information System records and compiles reports from database as needed
  • Recommends new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed
  • Ensures compliance with all federal, state, and local employment laws
  • Alerts leadership team of potential HR issues as necessary, such as employee complaints, major policy violations, etc. and works with them to resolve issues with employees
  • Works closely with management and employees to improve work relationships, build morale, and increase productivity and retention
  • Administers leaves of absences and worker’s compensation claims
  • Participates in and assists in investigations, under the direction of the Director of Talent Management and Training
  • Represents management in investigating, answering and settling grievances, by arranging and coordinating meetings between union personnel, supervisor, and the management team as needed
  • Responds to all EEOC and NLRB charges
  • Assists with maintaining working relationships with union representatives
  • Provides leadership to ensure Five Keys adheres to terms of union contract by monitoring day-to-day implementation of policies concerning wages, hours, and working conditions
  • May support our Recruiters by posting job advertisements; working with supervisors to screen and interview candidates; conducting reference checks; extending job offers; assisting with new-employee orientations; monitoring career-path program and employee relations counseling; representing Five Keys at job fairs
  • Participates in developing and implementing department goals, objectives, and systems
  • Evaluates reports, decisions and results of department initiatives in relation to established goals
  • Participates in administrative staff meetings and attends other meetings, such as seminars
  • Assists with maintaining organizational charts
  • Coordinate with Sheriff’s Dept. for jail clearances as needed
  • Accountable for off boarding process and employee experience
  • Conducts exit interviews, analyzes data, and makes recommendations to the management team for continuous improvement
  • Maintains and coordinates employee recognition programs
  • Completes and responds to Benefit Audits, Disability, Paid Family Leave, Unemployment claims
  • Assist with other departmental tasks and organization-wide initiatives as needed
  • Abide by Five Keys and Sheriff’s Department policies and procedures
  • Performs other related duties as required and assigned


SUPERVISORY RESPONSIBILITIES

This position may supervise the Payroll Specialist position.


KNOWLEDGE AND SKILLS

  • Requires expert knowledge of HR principles and practices
  • Advanced to expert knowledge of federal, state, and local leave laws (e.g. FMLA, CFRA, SF PPLO, PFL, PDL)
  • Advanced to expert knowledge of federal, state, and local wage and hour laws
  • Advanced proficiency in MS Office and professional communication, including spelling and grammar
  • Payroll background or willingness to learn to support Payroll Specialist employee
  • Requires excellent interpersonal skills and computer literacy
  • Requires effective oral and written communication skills; ability to express complex ideas with clarity and precision in written documents
  • Must be willing to travel throughout the area to community sites
  • Must possess advanced knowledge in employment laws and able to source and utilize resources as needed to find answers
  • Willingness to learn new things and adapt to constantly changing circumstances
  • Experience working with HRIS
  • Must be tech savvy, able to learn and navigate the HRIS system
  • Excellent typing skills and attention to detail, especially when doing data entry
  • Must be able to maintain strict confidentiality and take all precautions when handling sensitive information
  • Must have excellent customer service skills and be willing to go the extra mile in finding answers to employees’ and managers’ questions
  • Ability to maintain strong and appropriate boundaries with personal identifying information when interacting with students or community or program partners, and while at any school location or community or program partner site
  • Excellent organizational skills
  • Eagerness to learn new things and adapt to constantly changing circumstances
  • Able to travel throughout the area to all NorCal Five Keys’ community sites
  • Able and willing to work in correctional facilities when needed (not primary office location)


EDUCATION AND WORK EXPERIENCE

This position typically requires:

  • Bachelor's degree in human resource management or a related field and three (3) to five (5) years of human resource experience or equivalent education, training, and experience
  • Preferred certifications: SHRM-CP, SHRM-SCP, PHR, SPHR
  • Payroll experience preferred
  • Leave of Absence administration experience preferred

WORK ENVIRONMENT

  • Must be willing to travel throughout the area to community sites
  • Work environment varies from site to site. There is some personal safety risk working with the at-risk population
  • Moderate noise level
