BACKGROUND



The International Rescue Committee helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future. Founded in 1933, the IRC is at work today in over 40 countries and 25 U.S. cities. The IRC's US Programs department serves more than 35,000 refugees, immigrants and other low income communities through a diverse portfolio of programs aimed at five core outcomes: Health, Safety, Economic Wellbeing, Education and Power.



Economic Empowerment is a core sector of IRC's US Programs that works to develop, protect, and improve the livelihoods and financial security of all clients served. Program areas include financial literacy and credit-building; career development, vocational training and employment services; asset development and incentivized savings; micro-lending and microenterprise development.



Technical support for program development in Economic Empowerment is provided through a dedicated technical team with USP's Program Quality and Innovation Unit. The unit provides technical assistance in implementing, evaluating, resourcing, and scaling programs. These programs help families move sustainably out of poverty by offering high-quality, culturally and linguistically accessible, integrated economic empowerment services.



SCOPE:



The Program Officer, Public Partnerships will support the development of a detailed, location-specific landscape analysis of key stakeholders and funding streams in cities where the IRC operates in the US. As a part of the USP strategy of building capacity in local sites to resource and implement economic empowerment programs that include public sector partners and funding, the Program Officer will research, engage and analyze opportunities for IRC to attract and successfully implement workforce and other economic empowerment programming.



KEY RESPONSIBILITIES


  • Research significant funding streams and major stakeholders in the community economic development sector, including workforce development, financial capabilities, and self-sufficiency programming
  • Analyze and document key characteristics and components, including administrative mechanisms, funding cycles, procurement processes, etc.
  • Conduct both desk-based and place-based research to gather input from a variety of sources
  • Develop localized stakeholder and funding resource documents for identified U.S. locations, in collaboration with the Technical Advisor, Economic Empowerment and others.
  • Provide training and capacity building support to teams in select USP sites to support strategic engagement in prioritized economic development sectors
  • Provide regular updates and reports on progress of research and analysis

KEY WORKING RELATIONSHIPS



Position reports to: Technical Advisor, Economic Empowerment, and in addition has a secondary reporting line to the Director, Business Development



The position maintains close working relationships with Program Quality & Innovation and the Resource Acquisition teams, and with the leadership of selected USP sites prioritized for investment in public sector capability.



Requirements:


  • At least 5 years' experience in economic development work in the US, preferably in a program management or research and policy role
  • Demonstrated experience with program and policy in two or more of the following required: Workforce Innovation and Opportunity Act (WIOA), Temporary Assistance for Needy Families (TANF), Community Development Block Grant (CDBG) programming, SNAP Employment and Training (SNAP E&T), Housing and Urban Development (HUD) Family Self Sufficiency program, and Adult Education Block Grant (AEBG)
  • Experience writing and managing public sector economic development grants strongly preferred
  • Experience in the administration of public sector funding across the range of federal, state, and local level strongly preferred

Demonstrated skills and competencies


  • Ability to conduct desk and place-based research on assigned topic required
  • Strong written and verbal communication skills, including the ability to make presentations required
  • Competency in Microsoft Office required
  • Additional technical skills an asset especially those that include basic graphic design and data visualization
