    Project Overview

    Campaign Legal Center seeks a strategic planning consultant to guide CLC through the creation of an organizational strategic plan for 2025-2028.

    CLC conducted its last strategic planning process in 2019 to develop its 2020-2025 plan. The execution of that plan has resulted in a significant increase in CLC’s resources (from a budget of $7m in 2019 to a projected $23m in 2025) and staffing (from 45 employees to 90), as well as strengthened organizational capabilities around operations and finance, and prioritization of developing an organizational culture of diversity, equity and inclusion.

    CLC is nearing the end of our current strategic plan and seeks to engage a consultant to build upon the success of our current plan and a strategic direction exercise that was conducted in 2023. The direction exercise reaffirmed the mission of CLC and the importance of our core programs, while noting areas for potential growth and realignment in 2025-2028.

    Project Timeline

    CLC seeks to start the strategic planning work in January and end by June 5, 2025. The proposal timeline should include, at a minimum, phases for information gathering from internal and external stakeholders; analysis and preliminary plan drafting; solicitation of feedback and corresponding plan refinement; and approval of the plan by CLC’s Board of Directors in the first week of June 2025. We expect the bulk of the interviewing, analysis, and drafting to take place in the first quarter of 2025.

    Evaluation Criteria

    Consistent with CLC's DEI goals, CLC encourages obtaining bids from small businesses, service-disabled veterans, minority-owned firms and woman-owned businesses to the fullest extent practicable. The following evaluation criteria will be used:

    • Price
    • Relevant experience
    • Availability to provide services within the required delivery time
    • Bidder's previous record of performance and services
    • Ability of bidder to render satisfactory service
    • Financial stability of the vendor
    • Payment Terms
    • Ability to provide work product samples

    Submission Requirements

    Interested parties should submit a proposal to hr@campaignlegalcenter.org that includes the following:

    • Description of the strategic planning approach
    • Description of approach to environmental scan/situational analysis
    • Description of qualifications of firm and key personnel
    • Fees
    • References
    • Engagements that the firm and key personnel are currently working on that may present a potential conflict of interests with CLC

    Proposals must be received before 5:00PM on Friday, December 13, 2024, to be considered. CLC reserves the right to select no proposals should no bidder submit a proposal that meets our needs.
