The Research Foundation for Mental Hygiene, Inc. (RFMH) is currently seeking a qualified candidate to serve as a full-time Project Manager in the New York State Office of Mental Health's (OMH) Office of the Chief Medical Officer in New York, New York.

Under the direction of the Chief Medical Officer, the Project Manager will function as a key staff member in: 1) OMH's work on clinical oversight of the Medicaid managed care plans, 2) implementation of Medicaid Performance Opportunity Projects, and 3) in ensuring compliance with mental health parity laws. The incumbent will oversee the implementation of a portfolio of initiatives designed to ensure individuals with serious mental illness have access to adequate treatment, support, and care coordination within the mental health system. The incumbent will also have a demonstrated competency in written, verbal, analytic, and computational skills to present and document records in accordance with program standards; the ability to keep long-term, complex projects with multiple stakeholders organized; the ability to work independently and as part of a team; the ability to think creatively and strategically; the ability to write and deliver oral presentations; and be proficient in the use of standard office technology and Microsoft applications.

Responsibilities include, but are not limited to:

  • Oversight of Medicaid Managed Care Plans with regard to utilization management and care coordination practices as follows:
  • Participate in oversight activities including policy reviews, readiness reviews, and onsite audits, including interviewing insurer staff and communicating results in written reports.
  • Contribute to the oversight of focused clinical studies, plan performance improvement projects, and reviewing plan quality metrics.
  • Collaborate in planning staff meetings with insurers' clinical leadership regarding quality improvement activities, implementation activities, and system transformation.
  • Oversight of the implementation of Medicaid Performance Opportunity Projects that promote the uptake of behavioral health best practices in the New York State Medicaid Program:
  • Identify and engage state, plan, hospital, and outpatient provider representatives and convene monthly planning/oversight meetings
  • Engage hospital providers in Learning Collaboratives around evidence-based practices
  • Identify and promote resources to support best practices around care transitions and clozapine utilization for high-need individuals with serious mental illness
  • Develop program guidelines including reporting requirements
  • Review data analytic reports
  • Create project process report cards and summary reports
  • Arrange meetings with key stakeholders
  • Provide clinical experience and technical expertise in OMH efforts to ensure compliance with mental health parity laws:
  • Review insurer medical necessity criteria and policies and procedures on application of utilization management to ensure compliance with clinical best practices and OMH regulations.
  • Participate in oversight activities, including onsite audits, interviewing insurer staff, and writing reports that evaluate compliance with approved policies and procedures.

Minimum Requirements:

  • Master's degree or higher in public health, public administration, nursing, social work, or psychology.
  • An active NY license in good standing to practice in the given field, as applicable.
  • A minimum of 5 years post-graduate work experience in the mental health field, preferably in a hospital setting and preferably providing direct services to persons with serious mental illness;
  • Policy experience, project management experience, and experience preparing summary reports and/or analyses.

Preferred Skills:

  • Knowledge of obtaining insurance authorization or applying medical necessity criteria, knowledge of the public mental health system, and working with Medicaid managed care plans.
  • Experience interpreting quality outcome measures, such as HEDIS or QARR.
