Position Title: Business/Operations Manager

FLSA Status: Key Exempt, 40 hours/week

Supervisor: Executive Director

General Description and Purpose of Position

This role is responsible for the successful oversight of administrative and central services functions of the White Shield Center in collaboration with the Cascade Divisional Headquarters (DHQ) and Territorial Headquarters (THQ) staff. This includes, finances, business administration, human resources, property/fleet management, and central services staff (maintenance, food services, and administrative assistants). The Business/Operations Manager assists the Executive Director in all aspects of agency operations and provides leadership to ensure quality services and maintain the integrity of the agency.


Education: Bachelor’s degree in business related field with finance or accounting emphasis preferred. Equivalent experience will be considered.


Supervisory experience

Accounting or fiscal management experience, including budget development and oversight

Experience providing oversight of central operations of a multi-faceted facility preferred

Essential Responsibilities/Duties:

1. Supervision:

 a. Provide supervision for the Receptionist and the Administrative Assistant. Design and implement a proactive customer service approach for public interface with White Shield. Ensure adherence to contractual administrative requirements.

b. Provide leadership and supervision to kitchen staff. Ensure National School Lunch Program nutrition and wellness guidelines and State and County sanitation regulations are met. Ensure maximization of donated and Oregon Food Bank food provisions while minimizing purchased food provisions.

c. Provide supervision to Facilities Manager, Technicians, and janitorial contract and maintenance staff. Ensure routine custodial and maintenance duties are scheduled.

d. Provide guidance and leadership to the management team on business related matters.

2. Fiscal Management:

 a. Billing: Ensure all client services are billed, in a timely fashion, to the appropriate agencies, offices and/or caseworker in compliance with contractual procedures. Calculate accruals and provide to DHQ Finance for inclusion in monthly financial statement.

 b. A/R: Verify payments received to individual clients’ billed amounts. Rectify variances in a timely manner. Includes collections contact to State caseworkers, accounting staff and branch managers. Notify DHQ Finance of necessity for any write-offs.

 c. A/P: Review and verify all invoices for ordered services and goods are invoiced correctly. Maintain vendor files and forward approved invoices to DHQ Finance for payment in a timely manner.

 d. P/R: Work with all White Shield staff to ensure accurate and complete reporting of employee’s punch detail; process timecard exceptions and vacation requests in a timely manner. Complete P/R worksheet and submittal email within required timelines. Ensure security and distribution of paychecks. Maintain accurate vacation and sick leave accrual records.

 e. Accounting: Provide periodic accruals, schedules and documentation as needed by DHQ, THQ, internal, external and contractor’s auditors.

f. Financial Statements: Review and analyze all periodic financial statements. Provide written and/or verbal report to Executive Director, Advisory Council and WS Management Team.

 g. Budget: With programmatic input from Management Team, calculate and prepare annual budget document for Executive Director to review and approve. Ensure budget worksheet is accurate and completed on time. Prepare budget revisions for review and approval when significant changes occur.

 h. Services and supplies: Ensure services and supplies are within the constraints of both the budget and current cash flow. Contain costs by ensuring minimum costs for highest necessary quality.


3. Cash Management:

 a. Petty Cash: Ensure petty cash requests meet current policies. Dispense approved petty cash requests. Reconcile and submit for reimbursement on weekly basis.

 b. Client Self Sufficiency Savings: Receipt and track monies held in trust for clients. Provide statement to clients each month.

 c. Monetary Donations: Receive and record all monetary donations, tracking any restriction for use; forward to DHQ Finance for timely deposit to White Shield’s account.

 d. Meal Tickets: Ensure proper receipting on sale of all meal tickets, required of all non-line staff, PPS staff and visitors. Record and forward to DHQ Finance in timely fashion.

4. Human Resources:

a. Assist WS Director and managers with paid staff and volunteer matters. This includes, but is not limited to recommendation for hiring, performance evaluations, training, payroll, worker’s compensation, worker’s safety, discipline and dismissal.

b. Ensure compliance with federal and state laws, contractual requirements, and The Salvation Army policies and procedures.

c. Maintain all personnel files, ensuring completeness and accuracy.

d. Ensure training requirement documentation is current for all employees.

e. Provide pay and benefit orientation.

f. Serve as liaison between WS and DHQ.

5. Property, Equipment and Fleet Management:

a. Provide oversight for all property, equipment and fleet upkeep, maintenance and improvements. 

b. Ensure compliance with The Salvation Army’s policies and procedures.

6. Development:

a. Participate in management meetings and decision making to ensure agency integrity and superior climate for clients and staff.

 b. Assist Executive Director, Advisory Council and DHQ, as needed, with the following: fund raising, volunteers and service/business groups, grant financial documentation, grant budget drafts, and new program financial analysis 

7. Safety:

a. Oversee Safety Committee to ensure compliance with The Salvation Army’s policies and procedures;

 b. Ensure all safety training programs are in effect;

 c. Ensure all safety training meetings, minutes and records are completed and filed.

8. Other:

a. Ensure collection and timely reporting of all statistical data.

 b. Ensure donations are accurately received, processed, recorded and reported in a timely manner.

Working Conditions:

 Must be able to operate a motor vehicle in a safe and reliable manner. This position may require driving to meetings in the local community, conferences across the State of Oregon, or for community outreach efforts on behalf of service recipients and the agency.

 Employee is regularly required to walk, stand, climb, balance, stoop, kneel, crouch, crawl, reach or sit for extended periods. The employee must be able to regularly lift or move up to 20 pounds, frequently lift or move up to 35 pounds and occasionally lift or move up to 70 pounds.

 Specific vision abilities required by this job include close, distance, color, ability to adjust focus and depth perception.

 Ability to manage multiple projects with deadlines.

 Employee will work with technology equipment such as computers, copiers, faxes, projectors, and multi-line phones.

 Employee may work with population that demonstrates unpredictable, impulsive and sometimes aggressive behavior.

 Must practice Universal Precautions as employee may come into contact with blood, urine, feces, or other bodily fluids.
