Mission Economic Development Agency (MEDA) - Rooted in the Mission and focused on San Francisco, MEDA’s mission is to strengthen low- and moderate-income Latino families by promoting economic equity and social justice through asset building and community development.


MEDA is advancing strategies to create asset building opportunities for San Francisco’s Latino families and in the Mission District through: (1) our core, integrated Asset Building Programs related to housing, financial capability, workforce development, business development and tax preparation; (2) serving as a backbone agency to advance educational achievement and family economic success through the Promise Neighborhoods 2-generation approach; (3) creating and preserving affordable housing and commercial real estate in the Mission District through Community Real Estate; (4) providing access to capital and innovative financial products through the Adelante Fund; and (5) Policy & Advocacy efforts that support our mission.

POSITION OVERVIEW

MEDA seeks an experienced professional and proven thought leader to tell the story of the organization’s achievements. The successful candidate will develop and implement a framework for project results, measurement, accountability, and learning that will position the organization for continued success. The Evaluation Director will provide leadership and technical oversight, direction and support on performance monitoring, as well as ensure that lessons learned are captured and fed back into organizational sustainability. This includes tracking and reporting outcomes to dozens of funding sources and analyzing results at the program, department, community and population levels. The Director will lead evaluation initiatives across organizational and community networks using the Results Based Accountability (RBA) framework. This position will head the organization’s efforts at developing and implementing an effective knowledge management system to ensure that MEDA is a true “learning organization.” The Director is responsible for MEDA’s contributions to the field locally, regionally and nationally. The Director will lead a four-member team and report to the Chief Operating Officer.


DUTIES AND RESPONSIBILITIES


Data Collection, Entry and Reporting

●       Utilizing a Salesforce platform, strengthen and implement the systems to effectively assess the impact of a variety of programs that are key to the short- and long-term success of low-income children and families living in the Promise Neighborhoods. Utilize this process to capture and analyze “what works” for improvements in student achievement, family economic success, and other areas.

●       Move work forward on developing and documenting shared performance measures among Promise Neighborhoods partners that will achieve population-level actions.

●       Use the Results Based Accountability process to ensure organizational and program outcomes are met and use data to continuously improve program functioning and results.

●       Ensure that grant reporting and compliance efforts remain strong, and fulfill our grant reporting responsibilities.

 

Data Analysis and Research

●       Provide systemic analysis and research development of population level results related to MEDA’s Asset Building Program, Real Estate and Promise Neighborhoods programs.

●       Produce systemic analysis of how children of families participating in the Promise Neighborhoods, who do well financially, do better academically.

●       Lead research using a variety of sources such as the U.S. Census, City of San Francisco databases and reports, and other data sources on community demographic information, statistics and information on asset building, Latinos, education, and other research topics.

●       Work closely with the Development Team to provide appropriate research for needs statements and analyses required for grant applications.

●       Support the success of MEDA’s policy and advocacy efforts with appropriate research, data and analysis, on select projects.

●       Strengthen systems to ensure that grant reporting includes analysis on the meaning of our outcomes.

●       Develop an ongoing systemic evaluation schedule, identifying which data is being analyzed, when, and the appropriate audience that would benefit from the analysis.


Communication

●       Present data analysis to MEDA staff, Board of Directors, community partners, and corporate, foundation, and public-sector audiences.

●       Communicate data in an accessible, user-friendly manner for multiple audiences.

●       Interpret and analyze data and develop persuasive stories for funders and the community

●       Organize and publish findings for various audiences, included but not limited to; community members, funders, government officials, partner organizations and media.


QUALIFICATIONS

●       Graduate degree required in Education, Sociology, Public Policy, Public Health, Urban Planning, Statistics or related field

●       7 or more years of experience in management and implementation of evaluation projects

●       5 or more years of experience in online and paper survey design, focus group research, and other methods of information gathering; logic model development; qualitative and quantitative analysis; statistical concepts

●       Bilingual English/Spanish required

            

KNOWLEDGE, SKILLS AND ABILITIES

●       Expertise in evaluation design, best practices and evaluation methodologies as they relate to social services, asset building, and/or education

●       Expertise in both quantitative and qualitative analysis methods

●       Familiarity with Salesforce and/or demonstrated track record of success in implementing and effectively utilizing database systems within organizations or institutions

●       Advanced knowledge of statistical and geospatial software (i.e. SPSS and GIS) a plus

●       Experience building and/or customizing data collection and evaluation tools, rubrics, and assessments

●       Experience with program management information systems and data management business processes a plus

●       Ability to develop and provide in-person and online presentations including training on evaluation systems and results of program evaluation to multiple stakeholders including partners, funders, and community members

●       An experience-based understanding of community and youth development program evaluation, measurement of outcomes in direct and indirect support of academic achievement in low-income communities, and in out-of-school settings

●       Strong writing and storytelling skills in English and in Spanish to translate data into stories to support funding and results.

●       Experience with using data in the Results Based Accountability (RBA) framework.

●       Ability to view data, draw conclusions and map a course of action to address data and programmatic strengths and deficiencies.

  • Must possess strong customer service skills; ability to work and reason independently, as well as within a team
  • Experience working with a diverse group of agencies, coordinating services and strong communication & negotiation skills
  • Lived experience with low-income Latino, immigrant communities.
