BRAC Ultra-Poor Graduation Initiative seeks applications from highly qualified candidates for the role of Project Coordinator for the Social Support for Resilient Livelihoods Project in Malawi. 

About BRAC Ultra Poor Graduation Initiative (UPGI) 

Beginning in 2002, BRAC pioneered the Ultra-Poor Graduation Approach in Bangladesh, a comprehensive, time-bound and sequenced set of interventions designed to enable the most vulnerable and destitute households to progress along a pathway out of extreme poverty. BRAC established the Ultra-Poor Graduation Initiative (UPGI) to deliver technical assistance to agents of scale on how to adapt and implement the Graduation approach and other holistic economic inclusion and social protection strategies. For more than a decade, BRAC has served as a leading provider of global technical assistance and advisory services for the Graduation approach to governments, multilateral institutions, and NGOs worldwide.

Project Background

The Social Support for Resilient Livelihoods Project (SSRLP) aims to strengthen the national safety net delivery system in Malawi, leading to more shock-responsive livelihoods and greater resilience among poor and vulnerable populations. The program is expected to be implemented for a period of five years from December 2020 to June 2025. It aims to improve social and economic inclusion through cash transfers, livelihood support, public works, and financing during crises. The program will also promote coordination of the social safety net sector with other sectors to improve delivery of interventions and maximize impact. 

The Community Savings and Investment Promotion (COMSIP) Cooperative Union is partnering with the Government of Malawi to strengthen the livelihoods component and launch a Graduation component for households that are receiving cash transfers and/or engaging in public works. BRAC UPGI will provide technical assistance to COMSIP on the Graduation component of SSRLP. This includes guidance on design parameters, targeting criteria, livelihoods interventions, information management plan and a learning agenda.

Scope of Work

The Project Coordinator will oversee management of the technical assistance partnership, acting as a liaison to the Government of Malawi, COMSIP, UPGI, and other partners such as the World Bank. The Project Coordinator will report directly to the UPGI Global Team Lead and work with a globally integrated team. Specific responsibilities include:

1. Manage the overall organization of technical assistance related to the multi-sectoral Graduation component.

2. Coordinate with UPGI and provide technical guidance on Graduation and shock-responsive livelihoods. 

3. Ensure successful, timely and high-quality implementation, monitoring and overall supervision of technical assistance in the field.

4. Ensure strong coordination and communication among partners implementing different activities, local stakeholders, and the participants.

5. Coordinate with relevant social protection stakeholders, address any implementation issues that may arise, and ensure the timely delivery of resolutions.

6. Ensure cross-cutting themes (gender, social protection) are incorporated into technical assistance delivery. 

Qualifications 

● At least 6-8 years of experience working in poverty reduction or livelihoods development programs, in sub-Saharan Africa, particularly Malawi;

● Expertise in social protection policy and programmatic issues, particularly Graduation and shock-responsive social protection;

● Experience in providing technical assistance to government officials, with a track record of influencing institutional changes;

● Knowledge and experience in integrating different government and development programs; high preference for demonstrated experience working with COMSIP;

● Demonstrated ability to supervise a team of multidisciplinary experts; 

● In-depth knowledge of programmatic and operational performance metrics; 

● Excellent skills in communication, leadership, analysis, decision-making, organization and time management;

● Excellent written and spoken English language and communication skills;

● Ability to be flexible and make decisions in fast moving environments.
