POSITION OVERVIEW

The Manager of Federal Grant Procurement serves as KIPP DC’s expert on the federal grant procurement policy and is the primary point of contact for the federal grant procurement process across the organization. The Manager of Federal Grant Procurement plays a critical role in ensuring that KIPP DC remains in good standing with grant funding agencies and the Public Charter School Board (PCSB) by training staff on internal grant purchasing policies and facilitating the federal grant procurement process for all purchases over $25,000. This role is also responsible for working with other teams to ensure compliance with internal and external procurement policies and identify opportunities to create and enhance procurement processes. The Manager of Federal Grant Procurement is an exempt position and reports to the Director of Strategic Purchasing and is a member of the finance team.   

KEY RESPONSIBILITIES

Procurement

  • Serve as KIPP DC’s federal grant procurement policy and precedent expert.
  • Serve as primary owner of the federal grant procurement process with support from program leads and the Manager of Strategic Purchasing.
  • Set up and manage a system to track all active contracts that will be reimbursed with a federal grant (program lead, vendor, estimated cost, required expiration date, renewal terms, etc.).
  • Set up and manage a system to track all active procurements that will be reimbursed with a federal grant (program lead, status, PCSB notification, Finance Committee approval, effective date, signature, file management, documentation, etc.).
  • Work with the Manager of Strategic Purchasing to ensure timely reporting to PCSB.
  • Train staff on procurement policies and procedures annually and as needed throughout the year.
  • Gain a strong understanding of the PCSB procurement policy and requirements and support the Manager of Strategic Purchasing to ensure compliance.
  • Collect and manage all federal grant procurement documentation, including a document storage system and process.
  • Review contracts and send notes to legal to ensure that the federal procurement policy is followed, and centrally save and organize all contracts.
  • Work with Director of Strategic Purchasing, Manager of Strategic Purchasing, and other operations, finance, and legal resources to streamline and re-design the procurement process as necessary.

Cross-Team Collaboration and Support

  • Work with the Grants Management team to set up systems to ensure that all federal grant reimbursement requests have gone through the federal grant procurement process.
  • Coordinate with the Finance, Accounting, and Development teams on grant applications, budget, reimbursements, and tracking.
  • Act as a liaison between the Procurement team and the Finance, Accounting, and Development teams on federal grants.
  • Other duties as assigned.

QUALIFICATIONS

  • Bachelor’s degree or equivalent work experience required
  • Three to five years of relevant experience in procurement of goods and services and contract management
  • Experience with federal grant procurement preferred
  • Excellent time management skills and attention to detail
  • Excellent ability to multi-task and take initiative in complicated situations
  • Experience working collaboratively in a team-based environment
  • Strong verbal, written and interpersonal communication skills
  • Proficiency in Microsoft Excel, PowerPoint, Word, and Outlook 
  • Ability to thrive in a fast-paced, intellectually demanding environment
