JOB OVERVIEW

Amend at UCSF in the Division of Geriatrics seeks to recruit a full-time Program Manager. Amend was developed by and is led by experts in medicine, public health, and correctional reform. Amend partners with the Norwegian Correctional Service, U.S. community-based organizations, advocates working in the transformative justice space, and others to advance jail and prison reform centered on health and humanity. The intervention leverages policy review, correctional staff training, and mindset change to create measurably more humane and rehabilitation-focused jail and prison environments, in turn improving the health of incarcerated people as well as those who work in these facilities. The Amend intervention is multi-year, multi-faceted, and tailored to the unique needs and opportunities of each enrolled correctional system or facility. Amend is currently working intensively in six prisons across three correctional systems and is seeking a Program Manager who will be central to a planned rapid expansion of the Amend program through 2021.

The Program Manager will be assigned a broad spectrum of analytical, management, and curriculum/program development duties. The successful administration of this program requires an ability to partner effectively with diverse stakeholders, including high-ranking appointed and elected government officials, correctional officers and their managers, and incarcerated people and their advocates.

The Program Manager must be able to collaboratively develop and implement innovative interventions, design and conduct robust program evaluations, and work closely with Amend colleagues in Research and Communications to ensure that Amend’s impact is well-documented and broadly disseminated with the goal of advancing reform beyond enrolled systems. The position requires leading the coordination, delivery, and evaluation of the program with four to six partnering correctional institutions, likely spanning multiple (two to three) systems/jurisdictions, including budget and staff oversight and responsibility for all project reporting and compliance. In addition, the Program Manager will be expected to directly provide and facilitate technical assistance at all levels of implementation: with high-ranking administrators, institutional leadership, correctional staff, and incarcerated people at these sites.

Due in part to programming restrictions related to the COVID-19 pandemic – as well as for the purpose of significantly expanding the program’s reach – the Program Manager will be expected to expend significant effort over their first 6-12 months in the position working closely with the Director, Chief Program Officer, Norwegian partners, and consultants to adapt existing Amend programming for virtual implementation using web-based educational and collaboration platforms. This focus will also afford the Program Manager the opportunity to design, propose, and develop new programming that can achieve program goals in a context of limited travel and prohibitions against large group gatherings.

Finally, the Program Manager will assist with grant writing, manuscript writing and publication, and presentation of the Amend program at a range of international and national forums. The University of California currently prohibits non-essential travel but once these restrictions are lifted, the Program Manager should expect to travel approximately monthly, primarily to partnering jails and prisons throughout the U.S. and internationally.

Please note: This is a full time two year contract position starting from the date of hire.
