Work Hours:  Full Time, 100% FTE, 40 Hours per week

Position Summary: 

The Director of Billing (“Director”) is responsible for the overall management of NAHC’s billing and collection operations – including planning, directing, supervising, coordinating, and evaluating the day to day operations. The Director will work on standardizing and centralizing billing functions to increase efficiency, and ensure NAHC maximizes revenue for all services provided (i.e., self-pay, public programs, Medi-Cal, Medicare, and other third parties.) The Director provides leadership, technical assistance and shall identify revenue sources not being maximized and provides recommendations to remedy the situation.

The Native American Health Center is an accredited institution and adheres to the standards of excellence set forth by the Accreditation Association of Ambulatory Health Care (AAAHC) and the Commission of Dental Accreditation (CODA).

Duties and Responsibilities: 


1.Directly supervise the Revenue Cycle Supervisor and provides oversight, leadership and guidance for Billing staff.  

2.Provide technical assistance to Member Services, in charge of front desk responsibilities. 

3.Develops and Ensures that Billing/Collection Policies and Procedures are implemented at all of NAHC’s sites, and are kept current at all times.

4.Provide orientation, training, and evaluation feedback to registration and billing department staff.

5.Conduct monthly staff meetings to review progress on compliance measures, discuss any changes in methodologies, review any new policies and procedures, and to address other issues as appropriate.

6.Work with company personnel on Charge Master schedule analysis and updates as required.

7.Analyze and report on billing revenues and trends on a monthly basis. 

8.Resolve staffing issues and facilitate conflict resolution for staff under direct supervision. Hire, discipline, evaluate and terminate staff in coordination with the Human Resources department.

9.Effectively lead and retain your staff by fostering a team environment and providing opportunities for staff to develop new skills

10.Must maintain compliance with ergonomic safety standards; be mindful of posture and regularly practice ergonomic stretches. 

11.Safety: Responsible for ensuring that all duties, responsibilities and operations are performed with the utmost regard for the safety and health of all personnel involved, including themselves.

12.Safety: Take appropriate corrective actions to address matters pertaining to employee health and safety that have been brought to their attention.

15.Other duties as assigned by Supervisor.

Operations, Procedures, and Reporting 

16.Monitor Medi-Cal and Medicare bulletins as well as information from local consortiums to keep current on any changes. Work with COO to identify changes applicable to Member Services for implementation as appropriate.

17.Responsible for OSHPD and UDS Reporting requirements for NAHC.

18.Design and implement periodic audits of Next Gen practice management system data for completeness of information and accuracy. 

19.Develop and implement procedures for continual quality improvements in billing to improve the accuracy and timely submittal of all data to process claims according to compliance targets. This will include development of feedback mechanisms to front desk, eligibility, and clinical providers to immediately identify and resolve any inaccuracies in visit coding and other issues.

20.Work with leadership to identify operations that need to be modified to enhance revenue.

21.Develop, and analyze monthly Revenue Production Reports. 

22.Quality Improvement: Actively participate in internal quality improvement teams and work with members proactively to drive quality improvement initiatives in accordance with the mission and strategic goals of the organization, federal and state laws and regulations, and accreditation standards, when assigned. 

23.HIPAA: Keep all protected health information (PHI) confidential and abide by HIPAA guidelines for the release and disclosure of any PHI. Will report unauthorized use of disclosure of PHI immediately, to Site Director and HIPAA security officer. 

NextGen Practice Management System Responsibilities 

24.Ensure, or provide directly, orientation for new clinical and dental providers regarding billing/collections policies, and how to bill for specific programs such as CHDP/Family Pact to maximize reimbursement of services.

25.Participate in the planning and implementation of the Next Gen EHR to address issues that impact Member Services functions affecting billing, and billing systems (i.e., accurate coding of visits to insure maximum re-reimbursement by type of payor/program.)



1.Bachelor’s degree in relevant major with a minimum of five (5) years managing a billing department at a community health center, outpatient department of a hospital, or physician group practice. Advanced degree such as an MBA, preferred.  

2.Extensive knowledge of billing for public programs such as Medi-Cal/Medicare, the use of state-of-the art practice management systems, with knowledge of Next Gen and Epic EPM/EHR systems preferred.

3.Knowledge of government regulations as they apply to funding sources for Federally Qualified Community Health Centers. 

4.Strong demonstrated ability with solid practical experience to design and implement systems for data collection and reporting. 

5.Vaccination Level 0: Must be able to provide TB record, Physical and seasonal flu prior to start date.

6.CPR certification must be obtained within 90 days and kept current at all times. 

7.Ability to organize, set priorities, work independently and work well with a diverse group of people is essential.

8.Ability to work effectively as a team member with a strong collaborative management style.

9.Must be adaptable with ability to work effectively in a multicultural organization.

10.Excellent leadership abilities with demonstrated communication and writing skills essential for this position. 


1.Certified Medical or Professional Coder.
