The Brooklyn Navy Yard Development Corporation (BNYDC) is the not-for-profit corporation that serves as the real estate developer and property manager of the Yard on behalf of its owner, The City of New York (the “City”). Areas of Responsibility


The Capital Budget Analyst interfaces with staff from BNYDC and City agencies in order to prepare BNYDC’s capital budget, prepare Certificate to Proceed (CP) requests to the City’s Office of Management and Budget (OMB) and registers contracts with the NYC Comptroller’s Office.

Responsibilities include, but will not be limited to:

Capital Budget

  • Assist in preparing capital budget plans and BNYDC’s annual contract with the City by gathering appropriate approvals, and submitting documents & back up material in a timely manner
  • Process budget documents (capital plans, CP requests, budget/object modifications, etc.) using the City’s Financial Management System (FMS)
  • Provide project information, as requested, to key Federal, State and City agencies, such as OMB, the NYC Department of Small Business Services (SBS), the NYC Comptroller, the Federal Emergency Management Agency (FEMA) and the NYS Department of Homeland Security (NYS DHS)
  • Register sub-contracts with the Comptroller’s Office and invoicing the City for reimbursement
  • Work with BNYDC Operations & Asset Management staff to process FEMA work


  • Assist in the development & submission of reports required by the NYS Authorities Budget Office
  • Maintain and track documentation needed for FEMA & NYS DHS
  • Prepare reports for SBS


  • Train BNYDC staff, when necessary, in FMS procedures & usage
  • Instruct BNYDC staff, when necessary, in PASSPort operations
  • Oversee and train staff, when necessary, in the City’s contract registration and reimbursement processes

Required Skills and Abilities


  • Strong analytical, written, verbal communication and interpersonal skills
  • Ability to meet deadlines on multiple projects and provide timely progress reports
  • Excellent organizational skills
  • Capacity to learn quickly and to provide creative solutions to complex issues
  • Proficiency with Microsoft Excel and an ability to learn new technology quickly
  • Interest in real estate, project management, industrial policy and economic development issues




  • 1 to 2 years relevant work experience
  • Bachelor’s Degree in Business, Economics, Finance, Public Administration, or related field; or 4 years relevant work experience
  • Knowledge of NYC government a plus
  • New York City capital budgeting and contract registration experience a plus
  • Understanding of the City’s FMS and PASSPort systems a plus
