The Democratic Legislative Campaign Committee (DLCC) is the sole organization dedicated to electing Democrats to statehouses. Since 2016, the DLCC and state partners have built eight new majorities and flipped seats from red to blue across the country – paving the way for progress. State legislatures pass the policies that most affect Americans’ day-to-day lives, and flipping chambers from red to blue has an outsized impact on governing and public policy. 


Taking back power starts at the local level. The DLCC recruits, trains, and supports local Democrats running for their state legislatures. We provide our candidates with the resources, field support, and data necessary to run smart, winning campaigns. By gaining a foothold in state legislatures, Democrats can engage supporters across the country and prepare for victories in statewide and national elections. 


We’re powered by more than 200,000 supporters from all 50 states. Over 98% of our contributions come from grassroots donors (giving an average of $29), who fuel thousands of local Democratic candidates across the country. 


Building up Democratic majorities in the states is more important than ever. With right-wing radicals proliferating state legislatures across the country and redistricting happening this year, our democracy is on the line. We’re counting on our supporters to get educated, involved, and take action in their communities.

Data Manager

As a member of the Data and Analytics Department, the Data Manager will directly support the department’s mission -- to provide analysis and support data-driven decision making so the DLCC, as a national committee, can best help elect Democrats to state legislatures across the country.


The Data Manager reports to the Vice President, Data and Analytics. The position is based in Washington, DC, however due to the COVID-19 pandemic, working remotely is allowed through December 31, 2021. Upon request, the DLCC will consider whether this position can remain permanently remote.

Responsibilities

  • Lead and organize short- and long-term data projects, such as turnout analysis projects and data support for direct voter contact programs.
  • Support delivery and use of predictive models to, and by, state caucuses and state legislative campaigns.
  • Develop precise voter targeting systems tailored to each campaign’s needs in collaboration with caucuses and partners.
  • Create and automate reporting on field program activities, and employ these tools regularly to monitor progress to goals, and proactively identify and flag issues as they come up.
  • Develop and present VAN / VoteBuilder training materials to campaign and caucus staff as needed.
  • Assist with analysis of data pertaining to state legislative redistricting efforts.
  • Obtain, clean, and standardize large datasets.
  • Support other members of the Data and Analytics Department with completing projects as necessary.
  • Other duties, as assigned.


Expected Outcomes

  • All data projects are accurate and delivered on time.
  • Analyses are communicated to other departments and to state legislative caucuses in a clear and concise manner.
  • Coworkers and in-state partners are empowered through access to first rate data and analytics tools, such as voter and district analyses, targeting systems, and reporting systems.
  • The DLCC continues to be the leader of data and analysis at the state legislative level, and helps caucuses run effective campaigns to win elections.


Qualifications

  • At least two cycles, or three years, of electoral campaign experience, with at least one having a strong focus on data and analytics.
  • Must have strong analytical skills, enjoy quantitative problem solving, have strong attention to detail, and be able to take direction and multi-task.
  • Strong familiarity with VAN / VoteBuilder, with knowledge of administrative tools in it being a plus.
  • Strong familiarity with Excel or Google Sheets, including experience working with advanced formulas.
  • Intermediate to advanced knowledge of SQL; the DLCC uses Civis Platform and Phoenix (the Democrats’ Google BigQuery instance); but experience in other SQL tools is a plus; training can be provided on specific tools
  • Familiarity with voter targeting for direct voter contact and/or paid communications.
  • Familiarity with any of the following is a plus: Python, R, QGIS or other mapping software, Google Data Studio, Tableau.
  • Willingness and commitment to learning new technical skills.
  • Shares our commitment to electing state legislative Democrats.

All DLCC employees must be able to operate a computer and use a cell phone. Essential functions of the role of Data Manager include:

  • Working from a computer for long periods of time;
  • While performing the duties of this job, the employee may also frequently be required to communicate using the telephone, email, and in person with stakeholders; and
  • This position has less than 10% travel expectations and is eligible for flexible work hour arrangements.

The annualized salary for this position is $68,000-82,000, commensurate with experience and qualifications. The DLCC offers a generous benefit package, including:


  • More than 25 days of paid time off, including for Federal holidays, time off around Federal holidays including the week between Christmas and New Year, vacation, sick, and personal days;
