The Position:

Our State Consumer Health Advocacy Program works in more than 40 states to build consumer leadership and a strong, organized consumer voice to shape health policy and transform the health system at the federal, state and local levels. We develop effective state-based consumer advocacy networks and leverage their influence for multi-state and national impact through the use of our System of Advocacy. The State Advocacy Manager manages relationships with state and community-based advocacy organizations throughout the country, providing technical assistance using this model to build organizations’ capacities.

Join our team and work with state and community based organizations to identify and promote new and proven ways to increase coverage and access to services, strengthen benefits, and leverage the health care system to address health equity and the social and economic determinants of health. We approach all of this work with the goal of lifting up the consumer voice, with particular attention paid to communities that have struggled to be heard in health care decision making as well as those who face disproportionate health disparities.

A key element of the position is coaching advocacy groups and community organizations on planning issue campaigns, coalition-building, grassroots organizing, strategic communications, policy strategy, and financial sustainability. The Manager will build the capacity of state and local groups to increase access to health services that target health inequities and build sustained community engagement in health related issues.


The State Advocacy Manager will be supervised by the Director of the State Consumer Health Advocacy Program.


  • Manage relationships with state and local partner organizations across the country, including day-to-day interactions, grants and program requirements.
  • Assist state and local partners to implement policy campaigns with special focus on coalition development and management, grassroots advocacy strategy, and strategic communications including social media.
  • Build the capacity of state-based and grassroots organizations to advocate for change through coaching and facilitating peer-to-peer learning. Areas of support include: issue campaign planning, coalition-building, grassroots organizing, strategic communications, policy strategy, financial sustainability and organizational development.

·        Train consumer advocates in advocacy strategies and facilitate interactions between grassroots groups, and state and national organizations.

  • Help our team bring health equity to the fore in our program work and in the organization’s overall work.
  • Coordinate with other program staff to maintain up-to-date knowledge of local, state and federal health policy initiatives and advocacy strategies used in other states in order to identify potential issues and opportunities for state and community partners
  • Actively participate as a member of internal Community Catalyst teams, including helping to plan our annual conference
  • Assist Community Catalyst staff in other relevant work projects as appropriate

·        Assist our team with new and existing program design, proposal development, planning, evaluation, and reporting.

·        Experience with community and grassroots organizing

·        Experience and commitment working with diverse communities

·        Experience providing technical assistance, coaching or training

·        Experience in social change activism such as: political/policy issue campaigns or legislative advocacy; community organizing; managing diverse coalitions; and/or developing and implementing strategic communications strategies

·        Some health policy knowledge about Medicaid, the Affordable Care Act and/or coverage/access/quality issues

·        Strong verbal communication skills, including experience with public speaking, training, facilitating and/or coaching

·        Strong organizational skills including the ability to manage multiple tasks at once, respond to tight timelines, pay attention to detail and operate effectively in a fast-paced environment

·        Strong writing skills, including the ability to convey complex information so it is easily understood by the public in blogs, fact sheets, and other written format advocacy materials

·        Ability to travel, approximately 6-8 times per year

·        Bachelor’s degree plus 3 years relevant work experience, Master’s degree plus 1 years relevant work experience, or 5 years relevant work experience


·        Experience managing policy issue campaigns

·        Work with community and state based organizations

·        Bilingual/bicultural background highly desirable
