About CJA:

CJA is New York City’s primary pretrial service agency, providing services and solutions to reduce jail overcrowding and unnecessary detention in New York City. A non-profit agency funded through the Mayor’s Office of Criminal Justice, CJA is uniquely positioned to provide the City’s Criminal Justice leaders, policymakers and stakeholders with information, technical expertise and research about people arrested within the 5 boroughs of NYC.

About the Position:

The Talent Acquisition & Retention Specialist will partner with hiring teams and decision makers across the organization including executive team members and senior leaders to ensure that they have the team structure and people necessary to meet their goals. The Talent Acquisition & Retention Specialist will partner with hiring managers to run efficient and effective hiring processes for open roles from kick-off to accepted offer to ensure that CJA hires and onboards skilled, qualified, and diverse talent. The Talent Acquisition & Retention Specialist will establish talent sourcing partnerships and determine the appropriateness of new or developing relationships for staffing and recruitment.

CJA is an organization with a long-standing history of hiring talent to perform jobs that are unique to the industry and leveraging our resources and partnerships to attract and retain talent committed to the organizational mission. The Talent Acquisition & Retention Specialist will work closely with managers to develop job descriptions which accurately reflect the skills, competencies and outcomes needed for each title and function. They will also be responsible for managing internal and external stakeholder relationships to build recruitment pipelines for hiring the right people for the job. In doing so the Talent Acquisition and Retention Specialist will approach all work and projects with a focus on diversity, equity, and inclusion; seeking to bring talent locally and nationwide whose perspective, experiences, identities, and culture lend itself the richness of our workplace.

During the pandemic CJA maintained job security for current staff and expanded its workforce, hiring over 60 new employees for emerging work and projects. The Talent Acquisition & Retention Specialists will support our efforts to continue defining roles to meet our growing needs, identifying, and hiring the right candidates and supporting the Talent & Performance Manager in defining key indicators of performance and retention.

 

Key Responsibilities:

  • Implement position-specific recruitment campaigns, with the intent to build strong candidate pipelines for hard to fill openings
  • Create and modify recruitment marketing materials, including careers website, social media accounts and job postings
  • Network through industry contacts, association memberships, current employees, trade groups, and social networks such as LinkedIn to support passive candidate recruiting and appropriately leverage referral programs
  • Effectively utilize and administer applicant tracking system to manage job openings and candidates
  • Partner with hiring managers to define candidate requirements, develop assessment tools to ensure candidates of the highest quality are selected, and implement workforce planning strategies
  • Influence Hiring Managers through a combination of deep business acumen, labor market knowledge, and talent management experience.
  • Perform full life cycle recruiting activities including sourcing, candidate assessment and selection.
  • Identify sourcing needs and develop and implement creative sourcing strategies to build appropriate talent pipelines.
  • Perform job analysis research with the full use of questionnaire worksheets, data collection, observation skills, and other resources. Identify and define the essential functions of the job and organize the data concisely to create a formal job description. 
  • Develop and maintain strong relationships with external partners to create a wide sourcing constituency.
  • Manage Hiring Manager expectations and needs around the recruitment process and timing.
  • Educate and coach hiring managers on effective interview techniques and legal requirements. Provide a high-quality experience to candidates through effective communication, expectation setting, and follow-up.

 

Required Experience:

Recruiting

  • Experience developing or managing effective and efficient hiring processes that result in helping managers make the right hire
  • Experience running and managing searches from kick-off to accepted offer from a variety of functions/teams (IT, Ops, Finance, Program Specific, etc.)
  • Proven track record of sourcing effectively for hard-to-fill roles
  • Track record of setting and meeting goals in hiring
  • Knowledge of and belief in a structured hiring process, including enthusiasm for designing and using evidence-based tools to make hiring decisions
  • Uses data to drive decisions and increase effectiveness
  • Experience in and facility with using an ATS (Applicant Tracking System) to manage search (Greenhouse preferred, not required)

 

Strategic Management

  • Ensuring business alignment and workforce plans are in place to support active recruitment and candidate searches
  • Understanding of the labor markets, especially the non-profit sector, to build appropriate and competitive job descriptions and postings
  • Understanding the different workforce segments and the positions within
  • Articulating and defining CJA mission and work to attract quality candidates
  • Defining sourcing strategies to fill specific roles
  • Building positive candidate experiences and managing candidate communities
  • Tracking and using key metrics to drive continuous improvements regarding recruitment decisions and the quality of hires

  • Proven ability to build effective relationships at all levels of the organization and across teams, internally and externally, as well as along lines of difference
  • Establishes rapport easily with other people and builds trust quickly, especially with Senior Leaders
  • Ability to persuade and shift mindsets that lead to changed behaviors, especially those related to recruiting and talent
  • Exceptional communication – written and verbal

  • Highly organized, with track record of meeting short- and long-term responsibilities in a high-volume organization
  • Plans, prioritizes, and executes, with sound judgment and efficiency
  • Does not let details slip through the cracks; ask questions and conducts research to support findings and resolve discrepancies

Qualifications:

 3-5 years’ experience in talent acquisition and recruitment either in-house or for a sourcing firm required where the primary responsibility was candidate sourcing, guiding the recruitment and hiring process and utilizing the skills and knowledge necessary to understand the complexities of talent acquisition, and the critical connection to human resources management 

Bachelor’s degree in an area such as human resources management, organizational development, business administration, or business management

 

Compensation and Benefits:

Salary range: $75,000 - $85,000

Note: Due to the nationwide pandemic CJA has implemented remote working for most staff through July 2021. While it is uncertain what phase NYC will be in at the time of hire, the successful hire must be willing to assume responsibilities that are both remote and on-site, submit to COVID-19 health screening or testing prior to reporting for in-person work.
