GOAL

Tahirih is seeking consultants/s to provide Ombudsperson support to staff. The primary duties of the ombudsperson are (1) to work with individuals and groups to explore and assist them in determining options to help resolve conflicts, problematic issues or concerns, and (2) to bring systemic concerns to the attention of the organization for resolution. The consultant will work alongside the Conflict Transformation Working Group and Human Resources as an ombudsperson when the involved staff do not prefer use of colleagues for issues or complaints support. The ombudsperson will listen to staff, assess situations and guide individuals toward effective problem resolutions and options.

We are seeking consultants who have a demonstrated and successful reputation in centering those harmed and equipping staff to intervene, deescalate, advocate, move through and learn from conflict and hold and address interpersonal harm. Our stated goals include collaboration and mutuality: the navigating of power differences between staff within the organization. This contract will run over a period of 6 months, with a 6-month option to extend with a total budget not to exceed $35,000. Critical success measures of this third-party ombudsperson will include a strong commitment to justice and accountability in the workplace. We are seeking a consultant who will build trusting relationships with employees and will be on call and available as needed. A key feature of their engagement will be their approach; they will not be used in any formal investigations or proceedings on behalf of staff or Tahirih. This will permit the consultant to operate with a wide degree of autonomy and confidentiality.


BACKGROUND

Tahirih has been assessing its systems, policies, processes, and practices for conflict resolution and staff support. Some of this work includes the staff-led GRACE (Gender, Race, Anti-Oppression, Cultural Humility and Equity) Task Force, and the intent to contract with an ombudsperson. SCOPE OF WORK

The primary scope of work for this engagement should include (but is not limited to):

  • Serve as an advisor and coach to support individual staff members through processing issues, de-escalation, and complaints reporting, determining next steps and seeking resolution.
  • Act as an alternative point of contact for staff complaints, escalating as needed and providing them coaching and guidance to seek resolution.
  • Provide listening and coaching support services, centering those who have been harmed, and provide suggestions for next steps.
  • Provide monthly reports of engagements opened and/or closed with an eye to providing an assessment of underlying issues/trends that the organization should consider addressing at an institutional level.
  • Be available to support staff as complaints or issues arise.
  • Be an advocate and liaison for the staff member, with less power or responsibility to mitigate issues or drive resolution.

BUDGET

The current budget for this scope of work may not exceed $35,000. All proposals should include a breakdown of anticipated expenses.


CRITERIA FOR SELECTION

Tahirih Justice Center is looking for a consultant with a commitment to and demonstrated track record in ombudsperson

services and accountability that focuses on staff support and coaching at interpersonal levels, to support staff in

processing, coaching toward next steps, and being a listening advocate. To that end, we are looking for a consultant

with:

  • Experience in diverse communities to support engagements that are complex and require expertise in coaching and advising staff in distress.
  • Experience with the ombudsperson process and complaint resolution.
  • Facilitation skills, including how to address power dynamics and hierarchy in a space, de-escalation, or redirection, and understanding the complexities of identity and marginalization.
  • Experience and ability to work with various groups within the organization separately and together, including staff, senior leadership, and other formations.
  • Experience in and knowledge of trauma-informed and survivor-centered approaches.
  • Ability to accommodate access needs, diverse identities and lived experiences, including survivorship.
  • Ability to undergo this work virtually, mostly through video calls.
  • Black, Indigenous, People of Color (BIPOC) and LGBTQ+ folks highly encouraged to apply.

PROPOSALS SHOULD INCLUDE

  • A cover letter stating your overall capabilities and experience delivering ombudsperson services to organization(s) that spans multiple physical locations and is representative of a wide variety of identities, experiences and backgrounds, specifically, we are seeking a consultant who has the ability to manage multiple engagements concurrently.
  • A summary of your recent and relevant projects with contact names, email addresses and phone numbers of references for whom you have provided services and/or support.
  • Proposed budget including hourly rate and total estimated hours.
  • Biographies or CVs of project leads.

SUBMISSION PROCESS AND TIMELINE

Tahirih anticipates that the timeline for selecting a consultant and beginning work is as follows:

  • Proposals due by June 25, 2021.
  • Invitation of top candidates for interviews by mid July 2021.
  • Interviews will be held at the end of July 2021.
  • Final selection made by the end August 2021.
  • Initial work to begin in September 202.1

Tahirih reserves the right to request additional information or clarifications from proposers or to allow for corrections of

errors or omissions. Tahirih maintains the right to retain all proposals.
