Voice of the People in Uptown, Inc. (VOP) is a community based non-profit agency with a real estate portfolio located in the Northside community along Chicago’s Lakefront. Our mission is to “promote and provide quality affordable housing to low income people in Uptown and its surrounding communities; and to empower community members through their participation in housing advocacy, development, rehabilitation and management”. We are looking for an experienced non-profit manager with knowledge of affordable housing, property development/management, landlord-tenant laws and fundraising. Reporting to the Board of Directors, the Executive Director will have overall strategic and operational responsibility for administration and delivery of the organizational goals and objectives formulated from VOP mission. This position will be the face of VOP. If you are an experienced leader who shares a passion for our mission, this is an exciting opportunity.

Specific Duties/Responsibilities

Administration, Program & Fiscal Management:

·      Engage the services of attorneys, auditors, and consultants with the approval of the Board of Directors

·      Work with the Accountant to develop budgets for VOP owned buildings, administration and tenant engagement.

·      Real Estate Asset Management focused on reducing expenditures when possible, finding the most consistent and highest sources of revenue, and mitigating liability and risk.

·      Participate with the partners, lenders, general contractors and other development team members to secure financing necessary to complete planned projects.

·      Monitor rental subsidy programs (CHA, HUD, CLIHTF/Trust Fund) receivables with support from the Property Manager.

·      Work with the Accountant to collect all receivables due to VOP from tenants, contracts and partnerships.

·      Screen applicants to determine eligibility as tenants with support of Property Manager

Staff Development, Supervision, Management

·      Attend professional workshops, seminars and lectures to update knowledge and skills to stay abreast of change/advancement within the industry.

·      Administer Agency personnel policies and procedure, including all employment procedures and staff evaluation processes.

·      Oversee and evaluate the work of employees, volunteers, consultants and contractors.

Board Development, Coordination, Support

·      Report to the Board of Directors.

·      Comply with policy established by the Board of Directors and VOP By-Laws.

·      Initiate short and long range strategic planning with Board of Directors to create fiscal, programmatic and fundraising strategies.

Resource Development and Public Relations

·      Represent VOP to the public, elected officials, funders, and other social service/governmental agencies to reflect image and forge productive relationships.

·      Comply with policy established by the Board of Directors and VOP By-Laws.

·      Develop proposals for grants and donations from foundations, service organizations, private funders and government agencies.


Bachelor’s Degree required with a Masters preferred and at least 5 years’ experience in affordable housing property development, administrative operations and non-profit management.

Excellent verbal and written communication skills.

Leadership, management and interpersonal skills working with tenants, staff, volunteers and stakeholders.

Fluency with Microsoft Office Programs: Excel, Word and Outlook required.

Familiarity with accounting and property management software preferred.

A proven success record with fundraising.

Ability to work effectively with public officials.

Experience cultivating partnerships with sponsors and funding agencies.

Experience working effectively in a diverse, urban community.

Experience working with non-profit financial/property management, budget preparation, and Federal/State regulations relating to affordable housing.

Position: Full Time / Exempt
