Background

The International Treatment Preparedness Coalition (ITPC) is a global coalition of people living with HIV and community activists working to achieve universal access to optimal HIV, hepatitis C and TB treatment of those in need. Formed in 2003 by a group of 125 HIV activists from 65 countries at a meeting in Cape Town, ITPC actively advocates for treatment access in eight regions across the globe. ITPC believes that the fight for treatment remains one of the most significant global social justice issues. 


The project Use of TRIPS Flexibilities to Increase Affordability of Treatment for HIV, Tuberculosis and Hepatitis C Virus in Middle-income Countries aims to address a critical gap in the global HIV response: access in some LMICs and in UMICs to newer, optimized antiretrovirals (ARVs) for preventing and treating HIV. Access to newer medicines that can cure tuberculosis (TB) and hepatitis C virus (HCV), two common, dangerous coinfections, among people living with HIV, is also necessary.  Optimized ARVs are essential to reaching global HIV treatment targets, enacting the WHO ‘treat all’ recommendation and addressing the growing threat of resistance to non-nucleoside reverse transcriptase inhibitors (NNRTIs), which are widely used in first-line treatment. 


The communications officer will assist ITPC Global in documenting activities and progress across all countries and synthesize knowledge for global consumption, including through a web platform, technical reports, digital and PR campaigns, workshops and support at key global meetings. 


Consultant Scope of Work

ITPC seeks to engage a part-time Communications Officer consultant to:

•  Keep the resource section; where we work section; HIV, HCV, TB & COVID-19 pages; partner pages; about us; strategies; and the homepage section of the www.makemedicinesaffordable.org website up-to-date.

•  Manage web fixes or required developments in coordination with the web agency.

•  Provide web analytics: Record quarterly web, e-news and social media stats, and provide input into donor reports on comms work.

•  Proofread articles for the MMA website.

•  Create and publish social media posts.

•  Develop an e-news template, with agency support if required (tbc).

•   Provide project management support of third-party agencies, including:

- Digital & PR campaign in progress

- Update brand guide (small revisions).

- Develop new briefs (where relevant) in collaboration with MMA team; managing deadlines; coordinating input and feedback.

•  Respond to ad hoc media requests, connecting journalists with colleagues and partner organizations.

•  Provide support during key international events either remotely or in-person (if relevant). 

•  Attend monthly meetings with the ITPC comms team.

•  Ad hoc meetings with MMA partners as needed.


Activities may vary throughout the year to adapt to changing priorities, due to the changing nature of the campaign.


Duration of Consultancy 

120 days between 

19 April 2021 to 31 August 2022.


Minimum Skills & Qualifications

•   A degree in communications, political science or equivalent degree or experience

•   At least two years of experience in a communications role with an NGO, charity or creative agency with demonstrated experience and/or academic training in HIV/AIDS, public health, human rights, international development, or related field.

•   Excellent writing, editing and proofreading skills, and ability to write to house style, including Social media skills, creating and publishing posts.

•   Project management experience including developing briefs, and demonstrating good logistical and time-management skills, working with third-parties, e.g agencies and partners.

•   Experience using web content management systems (CMS), preferably Wordpress.

•   Basic Photoshop skills.

•   Fluency in English. Additional languages a plus (Russian, French, Spanish, Portuguese, Thai, Hindi, Vietnamese)


Preferred Skills & Qualifications

•   Experience in intellectual property (IP) and access to medicines work, and/or in health-related communications, especially in relation to HIV, TB, Hepatitis C and/or COVID-19.

•   Experience creating e-newsletters, ideally with Mailchimp, or similar.

•   Experience working on media and PR campaigns

•   Experience supporting communications activities for events.

How to Apply

Method of Selection

Competitive Negotiations method shall be used to determine the successful candidate[1]. The following selection criteria with relative weight shown in percentages shall be used for selection for the bidders’ proposals that meet all obligatory qualification/eligibility requirements above and that essentially meet the above scope and deliverables:

1.  Degree in communications, political science or equivalent and a minimum of two years of experience working in-house in a communications role with an NGO, charity or creative agency. (15%), shall be assessed based on CV and cover letter

2.  Demonstrated interest/experience and/or academic training in HIV/AIDS, public health, human rights, international development, or related field (10%) shall be assessed based on CV and cover letter

3.  Excellent writing, editing and proofreading skills, and ability to write to house style. 

(20%) shall be assessed based on submitted writing samples

4.  Experience managing projects, including developing briefs, and demonstrating good logistical and time-management skills, and working with third-parties, e.g agencies and partners. (15%) shall be assessed based CV and cover letter

5.  Experience using web content management systems (CMS), ideally Wordpress, familiarity with Google Analytics, basic Photoshop skills, social media experience creating and publishing posts. (20%) shall be assessed based on CV and cover letter

6.  Value for money (relative weight 20%) – shall be assessed based on provided quotation

 

Compensation shall be provided in partial payments on a monthly basis for work completed, satisfactory to ITPC’s quality of service, but not more than for 120 days of work. Payment will be made within 30 days upon delivery of the monthly invoice.


Instructions to Tenderers

Tender proposal validity should be no less than 60 days counting from the closing date of receiving proposals indicated below. 

Tenderers shall have the right to seek written clarifications on any aspect of the tender documents and receive responses from ITPC in good time before the deadline for submission of tenders, not less than 2 days prior to the deadline.

Questions should be sent by potential bidders before 14 April 2021 to the same email address as indicated above.


Interviews of short-listed candidates are expected to take place the week of 19 April 2021.


Expected date to inform the successful candidate is 25 April 2021, although this deadline could be extended by ITPC, if needed.


Tender proposals shall be evaluated by ITPC and the outcome of the selection procedure shall be notified to tenderers by email.
