Position Summary

 The PCC is seeking a full-time Policy Director to help develop and implement the organization’s policy and advocacy agenda focused on making primary care more robust and patient-centered. This individual will report directly to the CEO and work with diverse leaders across the PCC membership. The Policy Director will keep abreast of relevant policy developments, analyze bills and regulations, develop materials that support the policy program, and cultivate relationships to achieve the organization’s policy and advocacy goals. With the CEO, the Director is responsible for developing PCC policy positions and statements, including managing processes for soliciting and incorporating member input. Additionally, the Policy Director plays a key role in supporting PCC’s member engagement by managing three member committees, cultivating working relationships with policy staff at partner organizations, and developing educational content such as workshops and webinars. Finally, the Policy Director will work with the CEO on special grant-funded projects related to PCC’s policy goals and keep the PCC Board of Directors abreast of primary care policy developments.

This is an outstanding opportunity for mid-career level candidates with demonstrated experience in health policy to work with senior leaders from across the healthcare community. It is a supervisory position, managing one or more staff and interns. We seek candidates that are passionate about advocating for policies that can facilitate primary care transformation, and can thrive in a fast-paced, team-oriented, and entrepreneurial environment. Ideal candidates bring a blend of skills –managing multiple projects and tasks, writing and policy analysis skills, coalition building, as well as intellectual curiosity, and collaboration – to their work.

 ESSENTIAL DUTIES:

 Policy and Advocacy

  • Lead PCC Executive Member meetings and workgroups to shape federal policy positions
  • Track policy developments and provide internal updates to staff and the Board
  • Analyze relevant legislation and regulations for how they may affect primary care
  • Develop PCC positions and codify in letters, via social media channels and other communication vehicles
  • Lead PCC’s team-based advocacy strategy by soliciting, synthesizing, and incorporating member input on PCC position statements, comment letters, and other policy materials
  • Represent PCC in external-facing meetings to promote PCC’s policy agenda, including with federal and state policymakers, funders, and partner coalitions
  • Identify new opportunities to build partnerships and relationships that advance PCC’s strategic and/or operational goals

 

Member Engagement

  • Manage the PCC’s member committees, including the Policy & Advocacy Committee, the Behavioral Health Integration Workgroup, and the state-level Primary Care Investment Workgroup. Design meeting agendas, run meetings and facilitate discussions, and lead all follow-up and content development.
  • Develop relationships with policy staff and other leadership at member organizations to discuss areas of shared interest and to support member priorities.
  •  Support, and in some cases lead, the development of educational content for member and public events, including webinars, conference panels, workshops, and national briefings.
  • Develop policy content for the PCC website, newsletter, staff presentations and Board materials.


Grant and Research Support

  • Lead the execution of select PCC research and policy-oriented grants, including project management, stakeholder engagement, funder relations, content development, and grant reporting.
  • Assist in identifying new sources of grant funding; develop project plans and write proposals to apply for new grants.
  • Design and facilitate multi-stakeholder meetings related to grants and PCC’s payment and delivery reform initiatives. 
  • Translate primary care-related survey data and other research for policymakers, media, and PCC members.


Supervision

  • Supervise staff and interns by delegating assignments and overseeing work products; holding regular check-ins; and supporting employees’ professional growth.

 

REQUIREMENTS:

  • Five to 12 years of experience in program and/or policy management in a public/private/nonprofit health care environment. Capitol Hill experience is a plus
  • Master’s degree or law degree in health-related field, public health, public policy, or equivalent preferred
  • High personal and professional integrity and proven ability to work within a team
  • Well-developed analytic, writing and presentation skills
  • Experience and ability to work independently
  • Experience and ability to influence and collaborate in a diverse workplace
  • Demonstrated capacity to effectively manage projects and prioritize workloads
  • Passionate about enhancing primary care 

 

COMPENSATION 

This is a full-time position located in Washington, D.C. with excellent benefits, including health care and 401K. Within the PCC’s limits, salary is commensurate with experience.
