    Workforce Development Program Manager

    Riverside Immigrant Services & Empowerment (Riverside) is an immigrant integration center in New York City that supports the economic mobility and social inclusion of newly arrived immigrants, refugees, and asylum seekers.

    OUR MISSION

    To help new immigrants successfully integrate into life in the U.S. by rapidly improving their English language skills, providing wrap-around case management and counseling, and offering workforce development skills building, a digital literacy clinic, and civics instruction. These supports and skills ensure that Riverside program participants are better positioned to access job training, employment, higher education, and other opportunities. 

    POSITION DESCRIPTION

    Riverside is seeking a Workforce Development Program Manager to lead the development, management, and delivery of a newly established high-quality Workforce Development Training program. This program will offer pre-employment services, soft-skills training, job-placement assistance, and cultivate employer relations.

    Responsibilities include supervising staff, business development, grant management and reporting, financial oversight, and ensuring that the programming is implemented correctly and in compliance with expectations. This position will oversee partnership development and participant programs to assist Riverside participants in completing skill-building and educational training to secure jobs and/or higher-wage positions, as well as increase their financial security and mobility. The Program Manager reports to the Executive Director.

    JOB RESPONSIBILITIES

    • Develop new and enhance existing workforce programs in line with Riverside’s mission, adopted strategic plan, and yearly work plan.
    • Ensure outcomes resulting in job placements for clients through dedicated job development, including developing employer relationships, referring applicable clients, and assisting in targeted interview preparation.
    • Develop, lead, and nurture effective partnerships with government agencies, businesses, industry groups, individuals, and others that further Riverside’s workforce development goals.
    • Engage potential participants, program alums, and other community partners and colleagues to guide the design and implementation of Riverside’s workforce development programs.
    • Work with staff to evaluate programs and procedures and progress toward strategic goals.
    • Supervise and advance the professional development needs of workforce development staff and consultants.

    • Share insights and identify additional opportunities for learning, network-building, and collaboration.
    • Document and share learnings from workforce development programs; provide periodic updates to the Executive Director and Riverside Board.
    • Participate in the planning and budgeting process and manage the workforce development program budget.

    QUALIFICATIONS

    The ideal candidate will function as both part of the organization’s leadership team and

    program manager. Specific candidate requirements include:

    • Commitment to the organization's mission, vision, and values, including understanding and commitment to social justice and immigrant rights.
    • A sensitivity to the development stages and well-being of newly arrived immigrants and refugees. 
    • At least five years of workforce development management experience.
    • Proven track record in managing highly effective workforce development programs.
    • Base understanding of the job market, in-demand sectors, and local training providers in New York City.
    • Broad-based knowledge of adult literacy preferred.
    • Bachelor’s degree or equivalent experience required.
    • Financial tracking and budget management skills required.
    • Experience using data and fiscal tracking systems is strongly preferred.
    • Outstanding personal and interpersonal communication skills.
    • Ability to manage a variety of activities that support individual, organizational, and leadership development while also building cross-organizational relationships. 
    • Excellent organizational skills and problem-solving skills to analyze issues and create action plans.
    • Digital literacy including, but not limited to, Microsoft 365, Zoom (and other videoconferencing programs), and G-Suite for Education.

    SALARY AND BENEFITS: 

    Riverside is committed to practicing salary transparency. The salary range for this

    position is $70,000 - $80,000. Riverside offers a compensation package that includes

    health care and dental insurance—100% covered for the employee; employer-paid group

    life insurance; 12 weeks of paid parental leave following the birth, adoption, or placement

    of a child; and six weeks of vacation, all Federal and most New York City public school

    holidays, plus another six days of PTO for sick or personal use.
