ABOUT US

Since 1979, the Central Eastside Industrial Council (CEIC) has supported the Central Eastside Industrial District which contains 1,300 businesses that provide over 20,000 jobs. In 2019, the CEIC formed Central Eastside Together, the enhanced services district for the Central Eastside, which is managed by the CEIC. The Deputy Director reports to the Executive Director and works with the CEIC team to foster a safe district, enhance the pedestrian and visitor experience, reinforce economic viability and promote Central Eastside’s unique identity through innovative and responsive programs.

SUMMARY

The Deputy Director will assist the CEIC Executive Director in overseeing the Central Eastside Together (CET) Enhanced Services District board, program vendors and staff. They will represent the CET to program partners, research and pursue new funding opportunities from foundations and major donors and assist in the CET’s strategic planning process and advocacy efforts.

ESSENTIAL FUNCTIONS

  • Negotiate vendor contracts and ensure vendor compliance for safety, cleaning and transportation programs
  • Co-create and implement a short and long term advocacy strategy, with CEIC Executive Director and CET Board, to garner support for programs from City and County elected officials and to influence public policy directly affecting CET programs
  • Co-lead strategic planning, and racial equity and trauma informed care policy development
  • Assist in CET Board member relations & meeting coordination
  • Leverage CET programs through grant writing and sponsorships
  • Supervise program manager
  • Ensure the CET is meeting all City contract requirements including insurance, yearly audit/ reviews, and program reporting
  • Research public policies that affect CET programs and make recommendations
  • Assist Executive Director in constructing annual budgets in collaboration with Treasurer and Finance Committee, monitor program spending and coordinate mid-year budget revision process
  • Develop and oversee the CET brand with brand consultant to develop CET brand guidelines, increase public awareness of CET programs among Central Eastside businesses and residents and promote the Central Eastside as a business and tourism destination. Maintain and improve communication channels by increasing social media presence and remodeling website.
  • Leverage program reach in the areas of affordable housing, cleaning and safety, and transportation by forming new and supporting current partnerships with social service partners, community groups, nonprofits, and City and County officials
  • Develop strong stakeholder awareness through regular meetings to hear their concerns.

SUPERVISORY RESPONSIBILITIES

The Deputy Director will have direct supervision of the Program Manager and will ensure vendor contract compliance

IDEAL CANDIDATE

The ideal candidate is a strong leader that knows how to bring diverse stakeholders and community groups together to solve complex issues. They are a skilled negotiator and can provide sustainable equitable solutions through active outreach, creative problem solving, and clear and frequent communication to stakeholders. They are a keen analyst who researches and is able to make sound recommendations for program improvement based on data. They are a passionate change maker familiar with many of Portland’s economic, safety, cleaning and transportation issues. Successful candidates have proven experience negotiating contracts, developing and managing budgets, managing projects and supervising personnel. They are a flexible, collaborative listener with a strong political acumen.

At least 3 years of non-profit management with a background in Urban Planning and/or Public Policy, Community Organizing, Advocacy and Fundraising preferred. Experience working with non-profit boards and guiding organizations through major periods of growth and change will be key in this position. A background in equity and/or trauma informed care policy development is desired. Knowledge of Central Eastside businesses are a major plus.

LOCATION

The CEIC Office is located in the Central Eastside; however, most of the work is currently being done remotely. Work requires travel around the district to meet with district stakeholders, where COVID-19 safety protocol allows, and to assess program responsiveness.

Salary: $80,000 - $90,000 with benefits
