Girls Educational & Mentoring Services (GEMS) is a 501 (c)(3) non-profit organization whose mission is to empower girls and young women, ages 12–24, who have experienced commercial sexual exploitation and domestic trafficking to exit the commercial sex industry and develop to their full potential. GEMS' is the only nonprofit organization in New York State to provide specialized services to young women and girls who have experienced commercial sexual exploitation with counseling, crisis housing, life skills training, job training and health care with consistent support and viable opportunities for positive change.

Job description

Position Summary: The Outcomes and Evaluation Manager is responsible for developing and implementing the vision of three specific performance management areas: Program Evaluation; Data and Outcome Analysis. The OEM will be responsible for developing improved systems for data collection and management, data quality assurance, statistical analysis of comparative and cross-sectional data. S/he will also develop research protocols and engage in program observation and survey design.

Tasks and Responsibilities: This statement of duties is for the purpose of identifying this position, but it is not limited to:

Key Duties:

•Provide guidance and assistance in the development of systems, protocols and procedures to intersect output, quality and outcome data so that reporting and continuous improvement efforts can be maximized.

•Conduct high level analysis of programmatic evaluation including identification of trends, correlation and potential strategic evaluation inquiries.

•Work with the Program Department to articulate clear program focused outcomes, identify indicators and develop measurements outcomes.

•Provide analysis of program outcomes and the discussion of programmatic insights, implications and strategies for improving program quality and results.

•Support programs in accessing and analyzing data to inform strategic and programmatic decisions.

•Supervise and manage the implementation of the web-based evaluation software Effort To Outcomes (ETO).

•Develop a system of feedback and assessment of program evaluation services to determine priorities and responsiveness to the members needs.

•Provide leadership through sharing information and providing expertise regarding current trends and best practices in reporting requirements, data evaluation and program outcomes.

•Develop data development plan.

•Consolidate all current tools and practices for measuring program impact.

•Identify the disparity between “what is” (current condition) and “what ought to be” (desire condition)regarding the program priorities for assigned evaluations.

•Ensure that all data is correctly gathered and processed on a regular schedule by all programming staff. •Implement any other necessary evaluation methods

•Research best practice implications based on evaluation findings

•Develop partnership opportunities with external evaluators (i.e. university research partners) and will serve as the liaison with such collaborators.

•Translate and disseminate evaluation results to help shift policy discussions based on promising and best practices revealed.

•Ensure that a consistent culture of reflection and learning exists throughout the organization.

•In collaboration with the Chief Program Officer and the Chief Operating Officer will create and implement staff development curriculum/guide for the organization.

•In collaboration with Service Support Director and Chief Program Officer ensure that the quality of the programs is maintained and complies with all applicable laws, rules, regulations and guidelines.

•Develop, manage and generate all necessary reports.

Additional Qualifications:

•Bachelor’s Degree

•Experience with Social Solutions/Apricot or similar software

•Eligible to work in USA

•Commitment to the vision and mission of Girls Educational and Mentoring Services

•Knowledge, background and an investment in women’s right advocacy, cultural consciousness and competency

•Extensive knowledge of issues related to trafficking and gender-based violence

•Sensitivity to the needs of runaway; homeless and commercially sexually exploited.

•Minimum of 5 years of non-profit experience including responsibility for delivery of program evaluation

•Proven experience in implementation and management of outcome evaluation projects

•Ability to employ high level statistical analysis to produce reports and recommendations

•Excellent analytical analysis ability

•Ability to intersect various group of data internal and external

•Ability to make recommendations for action to programming and evaluation techniques per data analysis

•Ability to create and maintain strong interdepartmental relationships to advance the mission organization and ensure positive outcomes for the members.
