Established in 1989, the Asian American Federation (AAF) is a pan-Asian nonprofit leadership organization that represents and supports a network of nearly 70 Asian American community service organizations in New York City, which work in the fields of health & human services, education, economic development, civic participation, and social justice. AAF’s mission is to raise the influence and well-being of the pan-Asian American community through research, policy advocacy, public awareness, and organizational development. 

Overview:  

This contract position will run from January to June 2020. 

The Census Complete Count Fund Program Manager position is a once-in-a-decade opportunity to connect with hard-to-count Asian communities in Staten Island. AAF is a national and local partner with the Census Bureau and seeks to ensure that all members of the Asian community are counted in the 2020 Census. 

Why this role matters: The results of the Census directly impact congressional re-apportionment and redistricting, as well as state and local redistricting. In addition, the Census helps to determine the distribution of $880 billion of federal funds annually to communities for schools, transportation, public health, and other vital social programs, such as senior services, health care, K-12 education, ESL classes, and job training. 

The Program Manager will report to the Census Outreach Manager, who oversees all of AAF’s 2020 Census efforts. The Program Manager will: 

  • Oversee the Census engagement and outreach plan to inform the Asian communities of Staten Island on the importance of the Census; identify and address barriers to Census participation; and connect New Yorkers to the tools and resources they need to participate in the 2020 Census 
  • Serve as the point of contact to coordinate with NYC Census 2020 
  • Utilize multiple data sources to identify hard-to-count populations in the Asian community and identify emerging gaps in coverage and response rates 
  • Engage with and support leaders and trusted groups in emerging and/or hard-to-reach ethnic communities in Staten Island to promote participation in the 2020 Census 
  • Plan and participate in Census outreach and training activities throughout Staten Island 
  • Participate as a collaborative member of AAF’s in-house Census team in strategizing, implementing, monitoring, and evaluating the outreach and community engagement effort 
  • Participate in project stewardship and reporting efforts to funders by tracking engagement activities using both qualitative and quantitative methods 

Qualifications: 

  • 5+ years of community outreach, training, and program management experience 
  • Experience training and mentoring team members a plus 
  • Strong organizing, coalition building, and grant management skills 
  • Ability to work with GIS software, such as ArcGIS or QGIS, a plus 
  • Ability to work with groups of diverse cultural backgrounds 
  • Ability to work independently and collaboratively as a team member 
  • Excellent communication, training, and presentation skills 
  • Deep understanding of issues concerning Asian American communities 
  • Ability to speak, read, and write one or more Asian languages preferred 
  • Previous work or volunteer experience on Census a plus 
  • Flexible time schedule, with willingness to work occasional weekend and evening hours

Level of Language Proficiency
