Legal Aid of Southeastern PA (LASP) will implement a LASP CARES Attorney Fellows program through CARES Act Funding from the Commonwealth of Pennsylvania. LASP CARES Attorney Fellows will serve full-time temporary positions through November 30, 2020 to address issues caused by the COVID-19 pandemic. Fellows will receive salary and benefits commensurate with experience and LASP's personnel policy. 7 Fellows will be funded with 1 each in Bucks and Chester County, 2 in Montgomery County, and 3 in

Delaware County who also may work with LASP's Regional Housing Unit. Fellow will address problems resulting from the COVID-19 pandemic, including loss of employment, unemployment insurance claims, other claims for public benefits including SNAP, TANF, and medical assistance: loss of housing through eviction or foreclosure and other housing-related matters including utility termination and access to rental assistance; advanced directive preparation, and family law issues related to the pandemic. Fellows will also support special projects including eviction prevention projects in Bucks and Montgomery

counties and a Mobile Home Tax Assessment project in Chester County. Fellows may also

be expected to conduct home visits, community outreach and education, and must

have the capacity to work remotely.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

1. Interviewing clients, assisting in determining eligibility for services, and ascertaining and investigating facts.

2. Conducting legal research and interpreting statues, case law, regulations, and other source of law;

3. Providing advice and counsel to clients:

4. Preparing legal documents, including but not necessarily limited to: briefs, pleadings,

motions, notices, correspondence, memoranda, discovery and documents responsive to

discovery requests, and advanced directives;

5. Developing strategy and arguments for presentation of cases and assisting in preparation of witnesses for hearings and trials;

6. Representing clients at hearings, in trial and appellate courts, and before quasi-judicial

or administrative agencies;

7. Reviewing decisions and consulting with management team to determine the merit of potential appeals;

8. Collaborating with external professional and community organizations relevant to casework;

9. Conducting clinics, community education, and workshops;

10. Performing other duties and responsibilities as may be assigned

QUALIFICATIONS: License to practice law in Pennsylvania or admitted in another jurisdiction and eligible for admission to Pennsylvania. 0-5 years' experience as a lawyer; demonstrated proficiency in word processing, Outlook products, case management software, and online legal research tools; Passionate commitment to public interest law and serving low-income individuals and vulnerable populations; Strong written and oral advocacy and organizational skills. The successful candidate must be willing to accept complex and challenging cases and develop creative strategies to assist clients. Candidates must have the ability to work remotely and have reliable transportation for outreach assignments. Spanish language proficiency is desirable.
