Community Initiatives Inc. (CII) is a not-for-profit corporation established by CIC to take direct action to improve conditions in troubled properties.


Position: Under supervision of the Director of CII, the Program Officer is responsible for coordinating intervention on troubled multifamily properties to move them toward code compliance and responsible management. Typically, the Program Officer will act as a court appointed receiver or supervise another receiver appointed by the court, oversee emergency repairs and short-term management and security and if necessary, identify a capable new rehabber-owner to acquire and rehab the property.


Reports to: Director of CII/ Vice President of CII


Duties and Responsibilities: 

  • Perform the initial property inspection, reviewing rehab needs and making a rough estimate of rehab costs.
  • Gather information regarding unit composition and potential rents.
  • Gather title and ownership information including data on outstanding mortgages and other liens, owner of record and any back taxes.
  • Review data with CII Program Manager and/or a CIC loan officer to determine whether a more thorough review will take place involving CIC contracting staff and possibly a potential end purchaser.
  • Be the point person – quarterback getting a prompt determination of whether the building is feasible for CII to take control.
  • Prepare a prompt response to the department or organization referring the property.
  • Work with legal counsel (the City Department of Law and/or CII’s counsel) regarding receivership.
  • Identify receiver (in consultation with CII Program Manger) or if CII is named the receiver, contract for management and maintenance.
  • Closely monitor receivers. This period could run from six to 18 months.
  • CII officer will need to work well with City agencies (specifically the Departments of Buildings, Law, Housing, Police and CAPS), the courts, and with community and advocacy groups.
  • Submit reports required by the city grant.


 Skills and Experience:

  • Experience in multifamily and/or commercial properties.
  • Bachelor’s degree preferred.
  • Community development or organizing.
  • Ability to perform spreadsheet and other financial analyses.
  • Excellent communication in person and in writing.
  • Able to work with persons of diverse backgrounds.
  • Knowledge of Chicago neighborhoods.
  • Commitment to neighborhood revitalization.
