Position Summary: The Senior Administrative Director of Early Head Start/Head Start is responsible for the day to day operations of the ECED Early Head Start/ Head Start program. Responsibilities include assuring that the Head Start program meets all of the mandates, regulations and standards for excellence required by our various funders and community partners. 

Location: May vary between two offices in Valhalla, NY & Bronx, NY

Position Responsibilities: 

 Responsible for the day to day operations of the ECED Early Head Start/ Head Start programs 

 Review the administrative structure, individual performance and program performance for all of the ECED programs according to our various funder’s requirements 

 Coordinates the development, implementation and monitoring of the various divisional program assessments, self-assessment and program plans 

 Ensure systems are in place to respond to all necessary service and management obligations as per program requirements 

 Assist with the preparation for federal program reviews and audits. Take the lead in coordinating OHS monitoring reviews and the completion of corrective action plans to address areas of noncompliance/deficiencies 

 Assists in budget planning and review for ECED programs 

 Represent the Division to outside agencies, at meeting and conferences. 

 Read management and leadership materials and program-related materials to keep abreast of developments in comprehensive early childhood programs. 

 Work with other organizations in the community to foster collaboration as defined by the various ECED funders. 

 Provide guidance and leadership to staff to emphasize the importance of the program achieving high standards of quality, internally and through public and private sector partnerships. 

 Assume an active role in the annual ECED self-assessment, PIR community assessment, strategic plan and service plans, annual refunding application including the development of the Divisional long and short term goals. 

 Attend regularly scheduled meetings with the ECED management team. 

 Convene staff monthly meetings to share information, updating program plans and preparing for center wide activities. 

 Assure remediation of any non-compliances found in delegate or grantee assessment and incorporate recommendations into planning for the improvement of the program.

Work closely with the Senior Administrative Director of Education to create Early Head Start/ Head Start programs that meet the educational, social service and health needs of the students in our care. 

 Attend Policy Council meetings and works directly with the Governance and Volunteer Manager 

 In conjunction with the Administrative Director of Family and Community Services assure that the program meets the family engagement, mental health, social service, nutrition and medical needs of the children and families we serve. 

 Works closely with the Senior Vice President to maintain communication with the CMCS Governing Board, Policy Council and Community Partners. This will include assisting with the preparation of the ECED monthly report, coordinating trainings for the Governing Board and Policy Council 

 Work closely with the Administrative Director of Family and Community service to ensure that the Family Services, Mental Health Services, Fatherhood and Community Partnership needs of our various programs are met 

 Monitors and works closely with the Governance and Volunteer Manager to complete the ECED required non-federal share to assure that the amount required is met. 

 Works closely with the ERSEA Manager to monitor enrollments, recruitment, selection, eligibility and attendance for the various ECED programs and departments 

 Meet at least once per month with staff that the Senior Administrative Director supervises to monitor and provide on-going verbal and written feedback, consistent with their individual development plans for performance improvement and adherence to Head Start performance standards as well as to plan and direct work. 

 Submit performance appraisals in a timely manner (at least once per year)... 

 Monitor the implementation of the responsibilities of employees through observation, monthly supervisory meetings, team meetings and review of files and documentation.

Level of Language Proficiency

MA degree in Early Childhood Education, Social Work, Child Development or equivalent and appropriate license and certification, experience in Human Services and Business Administration 

 Minimum 8 years of experience 

 Knowledge of Early Head Start/Head Start regulations. 

 Experience with ACS/ACF/CACFP/DOE/DOHMH 

 Experience in program planning, operations, and evaluation, and the use of management information systems. 

 Demonstrated experience in change management environment requiring leadership in defining process and establishing relationships, both internal and external. 

 Proven track record of strengths-based leadership and coaching in early childhood settings required
