 SCHEDULE:  40 hours, Monday - Friday, 8:30 a.m. - 5:00 p.m.  



The HMIS Manager supports the Director of Program Evaluation by managing PSI’s Homeless Management Information System (HMIS) to ensure that it delivers meaningful data for analysis. The HMIS Manager will ensure, through system monitoring and end-user training, that the HMIS is capable of 1) delivering accurate data and 2) generating meaningful reports to government and non-government funders, as well as to program and Pine Street Inn leadership.


The HMIS Manager is directly responsible for producing data reports to assist in meeting reporting requirements and for creating, maintaining, and updating standard reports that PSI directors and managers can use to monitor program performance.


In addition to running consistent ongoing HMIS training, the Manager also facilitates ongoing support and facilitation of a super-user group and provides help desk support to end-users.










  • Bachelor’s degree




  • Business school or other certification and schooling in data analytics, software management








  • Significant experience in HMIS applications; Efforts To Outcomes (ETO) preferred
  • Proven experience in matrix-managing projects that involve numerous stakeholders
  • Significant applied knowledge of spreadsheet applications, MS Excel and otherwise
  • Proven ability in training/coaching users at all levels of experience to enter meaningful and accurate data into HMIS
  • Proven ability to present and escalate issues in a team setting, and proven ability to organize and follow through on team projects
  • Strong organization and verbal and written communication skills




  • Database and/or ETO by Social Solutions experience
  • Understanding of regulatory landscape impacting data confidentiality and reporting requirements






  • Ability to walk up 6flights of stairs and access different building locations

  • Ability to use a PC, phone, copier, and fax machine frequently

Data Collection Oversight and Reporting


  • Provide weekly oversight of data quality of Pine Street Inn’s HMIS system and consistently report to the Director of Program Evaluation
  • Successfully develop and implement database queries and reports for the purposes of the Inn’s administration, both independently and in collaboration with the Director of Program Evaluation
  • Optimize the HMIS System to produce data for Outcomes and Program Quality Improvement in collaboration with the Director of Program Evaluation
  • Create, implement, monitor, and adapt a rigorous and comprehensive training plan for ETO users to improve data entry, reporting, and other end-user goals identified in conjunction with the Director of Program Evaluation
  • Provide initial ETO training for staff new to Pine Street Inn and on-going training according to the plan to be developed as part of the duties of this role
  • Organize frequent meetings with ETO experts and super-users in PSI programs, with the goal of sharing HMIS news, strategies and best practices further to ensuring compliance with HUD and other funders’ data requirements
  • With PSI program managers, create, troubleshoot, and revise as needed processes and procedures to ensure timely, accurate data entry, including the design and delivery of visual and textual support materials
  • Maintain and disseminate weekly dismissal lists to all PSI programs
  • Ensure data integrity via daily audits for duplicate or other erroneous entries, and provide feedback and re-training to PSI programs
  • Consult Pine Street Inn database users, particularly programs who are required to produce HUD APR’s
  • Input data into Social Solutions or other applications if needed
  • Submit regular and ad hoc reports to PSI programs and PSI stakeholders (including external regulators, grantors, and donors) and respond to special information requests promptly and as needed
  • Perform any other tasks deemed necessary for maintaining the quality of the HMIS system
  • Design and train super users and end-users in data security and confidentiality requirements further to ensuring appropriate use and disclosure of HMIS data
  • In consultation with the Director of Program Evaluation, recommend, design, and implement database system changes, upgrades, and other procedures to further the goals of the department and the needs of Pine Street Inn
  • Other duties as assigned
