Position Summary: The Assistant Director of Budget and Operations for the Central Operations Division has a direct reporting line to the Chief Financial Officer of the organization with a dotted-line reporting relationship to the Chief Operating Officer. This position is responsible for managing all aspects of the budget and fiscal activities for Information Technology, Facilities, Talent Management and Human Resources departments within the Operations Division. They will also be involved with supporting budgets and analysis for the smaller Policy, MarComm, and Office of Performance Management units in conjunction with the Chief of Staff.  This role will work closely with other Children’s Aid (“CA”) central fiscal budgetary team members to coordinate forecasts and reporting. 

The management and general operations of CA has an annual spend of approximately $24 million and encompasses the support network for CA’s programmatic and fundraising divisions with an overall CA budget of $150 million. As a member of the Operations management group he/she is responsible for overseeing all relevant information for fiscal reports and financial activities within Operations. The vast majority of the position’s time and efforts will be spent embedded within the Operations Division fully supporting the COO and the respective operational unit heads with a smaller level of engagement still coordinating centrally with CA’s Fiscal Division.

Responsibilities:

·  Includes planning, monitoring, analyzing and reporting on annual operating budgets, capital budgets and overseeing all other fiscal-related operations, such as requisitions and contract/purchasing reviews, invoice coordination, review and approval, etc. This role ensures that authorized full and part-time positions for the Division are reported in accordance with the Board-approved budget.

·  Working with Facilities/Real Estate and central Fiscal, the role plans and monitors budgets and financial processes for all major real estate development and construction or capital improvement projects.

·  Working with the COO and General Counsel, coordinate and support all aspects of CA’s insurance activities in the areas of general liability, property and auto, professional liability, employer practices, directors & officers, and cyber/information security. Responsible for insurance application preparations, broker coordination, certificate of insurance issuance, insurance funding, and any claims reporting.

·  Prepare financial models and analysis related to real estate planning and future development, for review by the senior CA management team; and as needed, the CA Board of Trustees or relevant Board committees.

·  Completes special projects to improve central operations effectiveness and efficiency, including business process analysis and recommendations for improvement; and supports the implementation of business improvement plans.

·  Support efforts by IT, Facilities and TMHR for vendor, consultant and services provider procurement as well as the evaluation of existing contracts and service arrangements. 

·  Prepares quarterly financial forecast updates and comparisons to budget/actual reports for units within the Division and in collaboration with Central Fiscal’s budgetary team. Implements budget corrections or budget and cost center transfers when needed. This includes analysis of data and preparation of forecasts using projections, trends, and cost analyses.

Skills and Qualifications: 

·  Bachelor’s degree preferred in business administration, finance, accounting or a comparable field or commensurate experience in the same/similar work environment. At least 5 years of progressive experience in budgeting, financial analysis, accounting, and/or fiscal operations, preferably in relation to administrative operations (as opposed to programmatic work or direct client services).

·  Excellent analytic skills, strong attention to detail, strong verbal and written communications skills; demonstrated understanding of fiscal and administrative processes for complex organizations. 

·  Track record in analyzing and improving business operations processes for administrative functions. Hands on experience with budget management and general ledger software systems.

·  Ability to manage multiple assignments and respond to various audiences through strong customer service especially given the dual-reporting nature of the role.

·  Proven ability to access and retrieve information from databases and skilled in developing routine and ad hoc budgetary reports for internal and external stakeholders. In-depth knowledge of MS Office with an emphasis on Excel.

·  Energetic, motivated individual who can work both independently and in collaborative efforts. Can manage projects through to completion and guide the team towards expected results.

·  Proven process improvement experience.

·  Be hard working, focused, compassionate, respectful, organized, patient and friendly, with a sense of humor.
