Background


The MENA (Middle East and North Africa) region implements and manages programmes in Yemen, Occupied Palestinian Territories, Lebanon, Syria, Iraq, and Jordan. Programmes within the MENA region reflect Oxfam’s approach to work across the globe. We support self-reliance, not dependency, and to complement our work on the ground we strive to secure lasting change through our campaigning.


In full collaboration with the Country Programme team and with support from the MECIS Regional / Programme Funding Development Team in Oxford, the Fundraising Team raises funds for Oxfam's programme in Syria. This includes developing and maintaining good quality and consistent relationships with donors in order to ensure high quality contract management. The team also effectively support programme teams to develop and plan concept papers, proposals and reports in accordance with country strategy and donor requirements.


As a result, the Fundraising Team ensures effective liaison with various stakeholders including government departments and compliance with Government requirements for INGOs operating in Syria.


Oxfam therefore seeks to recruit a Funding Co-Ordinator to support the fundraising team within the Syria programme and ensure that donor procedures processes are adhered to.


The Role


Reporting to the Country Director with matrix management to the Regional Funding Coordinator the Funding Co-Ordinator will be responsible for:


  • Providing support on developing and maintaining up-to-date funding strategies and plans in line with Oxfam’s strategy and principles
  • Research new in country funding prospects to meet the set ambition of the programme
  • Maintain and share donor intelligence of in-country, regional and global funding opportunities relevant to Oxfam GB’s Syria programme
  • Ensure effective coordination with Oxfam GB and other Oxfam Affiliate colleagues at country/regional/HQ level to ensure country/emergency response overview of funding, proposal submissions and donor liaison
  • Responsible for Donor Contract Management (DCM) of restricted and unrestricted funds, including timely submission of reports, contract preparation and closure in compliance with donor requirements and Oxfam’s procedures and systems to ensure quality
  • In conjunction with the Country Director, represent Oxfam to donors, government ministries and other external stakeholders, INGO forums as appropriate
  • Work closely with programme teams to assess and strengthen their capacity in the planning, securing and managing of restricted funds through formal and informal training
  • Lead coordination of grant inception workshops and other compliance trainings specific to new contracts secured or expected to be secured
  • Ensure that funding files, both electronic and paper, are complete and kept up-to-date


What we’re looking for:


We are looking for a dynamic and pragmatic leader with the following:


  • University Education and/or substantial experience of working with INGO’s in the following specialisation: M&E, funding and/or programming
  • Demonstrable experience of planning for, securing and managing funds from institutional donors, such as DFID, ECHO, SIDA, GAC and UN agencies
  • High level of analytical skills and critical thinking with the ability to research, analyse, and report
  • Knowledge of Project Cycle Management with previous field experience
  • Excellent written skills with proven ability to develop and present proposals and donor reports, for both internal and external audiences.
  • Highly developed interpersonal and communication and relationship skills with ability to influence external organisations and individuals and ability to work effectively with others in diverse team situations to achieve fundraising targets
  • Information management and IT skills with attention to detail to develop and analyse donor budgets and financial reports; and to develop/maintain, and give guidance on electronic and manual contract management and reporting systems.
  • Self-motivated, target-driven and a proactive approach to funding
