Position Title: Quality Assurance and Compliance Lead

Department/Division: CARI

Reports to: Senior Program Officer - Programs

Status: Full time/Exempt

Location: Arlington, VA


Job Summary: The Quality Assurance and Compliance Lead supports and enhances Resettlement and Placement program activities at ECDC headquarters and ECDC' s network of 15 affiliates. The Quality Assurance and Compliance Lead ensures that both ECDC and its affiliates' programmatic, technical, and functional practices/processes meet quality standards and are in compliance with the U.S. Department of State Cooperative Agreement and the ECDC affiliate subcontract. The Quality Assurance and Compliance Lead is also responsible for assessing processes, procedures, and system controls; executing periodic risk-based audits and assessments to detect quality issues and errors; and designing new procedures in line with ECDC and its affiliates' changing needs.


Key Responsibilities

1.     Data Collection and Analysis

•        Audits affiliate operational and financial reports on a regular basis to ensure consistency and alignment with internal and Department of State standards and policies.

•        Ensures affiliates financial documentation is internally consistent and that per capita funds are spent in compliance with the Cooperative Agreement.

•        Oversees, schedules, and conducts periodic on-site and desk monitoring of affiliates to assess quality of service and compliance.

•        Identifies affiliates with quality or performance issues and initiates risk-based audits and non-­ periodic on-site and/or desk monitoring.

•        Develops policies and procedures and aggregates feedback about the functionality of ECDC's and its affiliates' documenting and reporting audit tools.

•        Tests ECDC and its affiliate documenting and reporting tools periodically, records test results and reports defects/risks to supervisor/management, as applicable.

•        Assists in defining ECDC's testing methods and quality assurance standards.

•        Leads ECDC's review of affiliate management of minor cases (coded M2-M7), evaluates required documentation for compliance issues and provides affiliates with guidance related to case management and compliant documentation.


2.     Project Management

•        Serves as the lead among the ECDC R&P and Finance divisions and affiliates in areas related to quality control and compliance.

•        Liaises with ECDC and affiliate finance departments, ensuring that financial review of affiliates is comprehensive, efficient, and effective.

•        Manages medical cases, tracks, and follows up with affiliates as-needed.

•        Updates ECDC SOP Resettlement Guide and associated Appendices to ensure accuracy of information.

•        Assists in proposal writing for the R&P program and other resource development-related activities.

•        Assists in the planning, preparation for, and implementation of ECDC's annual conference and national training for ECDC's resettlement affiliates as well as associated training, conferences, and meetings.

•        Assists in drafting correspondence related to program activities and prepares ECDC's R&P Annual Report and other program documents.

•        Participates in relevant funder and partner meetings and working groups.


3.     Staff and Affiliate Training

•        Delivers periodic and needs-based training to ECDC and affiliate staff about new or changing compliance standards and policies as well as "refresher" training about existing compliance standards and policies.

•        Updates R&P training materials for ECDC and affiliates, ensuring that all affiliate staff have the knowledge they need to implement a compliant R&P program.


4.     Managing Interns

•        Interviews candidates applying for fall, spring, and summer R&P Internships at ECDC.

•        Provides onboarding training for new interns.

•        Supervises and oversees interns' work and projects with an average of 2-3 interns per a given internship cycle.


5.     Affiliate/Client Relationship Management

•        Serves as the primary ECDC liaison for three (3) ECDC affiliates, and additional affiliates as required, focusing on the R&P program and other refugee resettlement-related initiatives.

•        Responds to affiliate inquiries and resolves individual case issues.

•        Conducts monthly and quarterly conference calls with affiliates.

•        Handles other assignments as assigned.


Position Requirements

•        Bachelor's degree in International Affairs, Public Administration, or International Finance required; Master's in International Affairs, Public Administration, or International Finance preferred.

•        Excellent analytical skills and understanding of data analysis/statistical  methods such as STATA, Matlab, and Excel (PivotTable, charts, statistical functions).

•        Prior professional  or academic experience in ongoing quality assurance/quality  control, monitoring of operational compliance, and performing quality control and audit analysis.

•        Experience with data collection and analysis, particularly in monitoring and evaluation.

•        Knowledge of domestic refugee resettlement, overseas refugee processing, and/or immigration and global policy issues.

•        Experience working with refugee-serving or multilateral organizations domestically and/or internationally.

•        Foreign language proficiency, including Amharic, Tigrinya, Swahili, and/or Arabic preferred.

•        Work experience in Africa and/or Asia a plus.


•        Analytical and Quantitative Skills - Strong analytical skills and professional judgment, particularly with respect to assessing compliance risk and controls and making decisions within the scope of assigned responsibilities.

•        Communications - Excellent verbal and written communication, facilitation, and interpersonal skills, including the ability to clearly communicate complex quantitative analysis into actionable insights.

•       Time Management -Ability to manage a variety of constituencies with competing priorities, manage multiple tasks simultaneously, and thrive in a complex, fast-paced environment with multiple priorities.

•        Teamwork - Able to relate professionally to and collaborate with diverse individuals in a multicultural environment.

•        Flexibility - Able to work evening and weekend hours occasionally.


Work Environment: Office environment with occasional local travel and out-of-state travel related to monitoring programs or local resettlement sites. Position involves daily contact at a significant level with resettlement network affiliates, ECDC staff, other national resettlement agencies, and federal government employees and/or contractors.
