RESPONSIBILITIES:

·      Maintain Health Access’ leadership position across a broad spectrum of health care issues in Sacramento and the Capitol community, and nationally.

·      Develop and manage policy concepts and proposals in consultation with Health Access’ leadership team, board of directors, coalition stakeholders, experts and researchers, and policymakers. Advance these proposals through multiple policy-making arenas, including legislative, budget process, and administrative/regulatory agencies.

·      Provide strategic direction and support for policy team, supervising three legislative advocates, including fellows and/or interns, and a contract lobbyist.

·      Coordinate and collaborate with Director of Communications and Director of Organizing to plan and implement policy initiatives, involving a combination of legislative, budget, policy, communication, public education, and organizing strategies

·      Lobby on behalf of California consumers in the Legislature and with the administration, analyzing and taking positions for and against relevant legislation: This includes drafting letters, providing testimony and creating supporting materials as well as crafting legislation and amendments.

·      Identify the intersections of health care and social and racial justice and coordinate with relevant groups and stakeholders to ensure health equity as a key piece of policymaking.

·      Engage in administrative advocacy on health care issues, at a number of agencies including Covered California, the Department of Managed Health Care, the Department of Insurance, the Attorney General and the Department of Justice, the Office of Statewide Health Planning and Development, and the Department of Health Care Services as well as others.

·      Build trusted relationships with lawmakers and their staff, agency decision-makers, the Governor’s office, lobbyists, and other stakeholders.

·      Engage with federal advocacy campaigns to advance Congressional and administrative proposals.

·      Represent Health Access and California consumers in meetings of ad hoc legislative coalitions and before various community and stakeholder groups; help to build and lead coalitions with diverse stakeholders and work in partnership with other organizations.

·      Write and develop fact sheets, reports, and other materials on Health Access’ policy agenda.

·      Serve as a spokesperson for Health Access and health consumers in the media and in public forums.

QUALIFICATIONS:

·      BA required, JD or MA in public policy-related discipline preferred.

·      6-10 years of work experience in legislative or relevant policy-related work, ideally including the development and coordination of issue or policy advocacy campaigns;

·      Experience supervising staff and leading teams; ability to listen, guide, and support people to achieve common goals;

·      Well-articulated knowledge of health care policy, including the state budget, public coverage like Medi-Cal, private coverage and insurance regulation, and the Affordable Care Act and its implementation in California.

·      Passion for health justice and equity and the consumer advocacy work and mission of Health Access;

·      Political judgment and ability to assess the political environment for the prospect for action to move forward the Health Access agenda;

·      Analytical, research, writing, and oral advocacy skills, as well as the ability to articulate complex policy issues and to communicate them clearly and effectively to a variety of audiences;

·      Ability to edit the work of oneself and others;

·      Ability to develop allies and work collaboratively in coalitions; ability to navigate internal political dynamics among partner groups;

·      Ability to work independently when necessary and keep organized in a fast-paced environment, manage multiple projects simultaneously and adjust strategy to frequently changing demands.
