Summary

America’s premier national security citizen service organization seeks an exceptional individual with US military and/or government leadership experience to serve as a Regional Program Manager for our work in Asia Pacific – a national security practitioner with a proven track record of success that we can trust to operate in dynamic, complex environments. The Regional Program Manager will work in close cooperation and coordination with US diplomatic, military, and development officials to support US national security and foreign policy objectives across Asia Pacific, providing targeted private assistance, and solutions to complex problems identified at the local level. This Regional Program Manager position is regionally aligned with Asia Pacific, but the Manager must be willing and able to support projects and efforts worldwide. The Regional Program Manager will report to the Regional Director. All team members at Spirit of America must be vaccinated against COVID-19.

Responsibilities

This position will require 50-70% travel to the Regional Program Manager's assigned area of responsibility. While some project development may be conducted from the home office, there is no substitute for getting on the ground to understand local realities and dynamics.

  • Collaboratively develop projects and initiatives in response to local needs identified by all levels of USG (from Team to Headquarters and Country Team level) and local (partner government, military, NGO, and private sector) partners in support of mutual US and host nation objectives. 
  • Serve as a conduit for American private-sector expertise to provide input to, and to help develop solutions for local projects (agriculture, education, health, economic development.) when needed.
  • Manage projects end to end, including logistics, record keeping, payments, negotiating, and budgeting in accordance with industry-standard practices.
  • Continuously seek the input and advice of US military and civilian personnel and coordinate and de-conflict potential redundant efforts.
  • Keep senior officials at the Regional Bureau, Country Team, Global Combatant Command, Theater Special Operations Command, Service Component Command, and/or Task Force informed of Spirit of America projects and activities.
  • Document with photos, video, blog posts and stories the results from Spirit of America supported projects.
  • Work closely with Spirit of America staff in the United States to develop creative ways that the support of the American people can be used to make a rapid, tangible difference on the ground.
  • Engage journalists in covering Spirit of America's work, as appropriate.
  • Develop and execute a strategic regional operating model.
  • Drive positive internal cross-functional collaboration.

Requirements

  • Bachelor’s degree, and at least eight (8) years’ experience managing projects. Graduate degree a plus.
  • Ability to work independently with little oversight.
  • 50% travel internationally
  • Experience 1) working on the ground in US security, stability, and/or partner capacity building missions; 2) engaging directly with local populations and issues; and 3) partnering with host nation militaries, governments, NGOs and/or private sector.
  • Significant private sector experience in the Asia Pacific region is a plus.
  • A solid understanding of America’s 3Ds of foreign affairs – defense, diplomacy, and development – and of USG interagency entities, roles, and processes is essential.
  • Substantive experience working in a US Embassy, in close collaboration with a US Country Team, or in a DoS/USAID regional bureau is a plus. 
  • Experience inn direct US foreign policy and/or national security-related experience at the field level in Asia Pacific.
  • Experience leading and managing entry level professionals is highly desired.
  • Program/project management experience for small- to medium-scale projects ($10,000 to $1 MM) is also very relevant.
  • Experience in or with the State Department, Interagency, non-governmental organizations (NGOs) and/or private sector.
  • Foreign travel outside of government/military service and within Asia Pacific (NGO or private sector) is preferred.
  • Ability to instinctively look beyond his/her own expertise to solve problems, asking "who knows more about this than me" and listening patiently to understand what local partners and military personnel know.
  • Ability to tap into and rely heavily upon local military and civilian know-how, as well as outside experts from think-tanks, and academia.
  • Skilled at synthesizing different inputs in determining a course of action.
  • Excellent written and oral communication skills, a strong attention to detail, and excellent organizational skills are required.
  • Experience in Mandarin Chinese, Korean, Vietnamese, language is preferred.

 

Qualities and Qualifications

The Regional Program Manager's personal qualities are as important as his/her prior experience. They must be friendly, outgoing, natural relationship builders. The Regional Program Manager needs to have exemplary patience and outstanding listening skills. They must understand that personal initiative, optimism, and a good sense of humor are "secret weapons" that they must employ in abundance.

They must combine a keen intellect with genuine humility and understand that "we" is smarter than "me." The Regional Program Manager will have very high personal initiative.

The Regional Program Manager will not only be a representative of Spirit of America but an ambassador of the goodwill of the American people. They must operate with the highest levels of integrity and cultural sensitivity. The Regional Program Manager must also have a deep understanding and appreciation of Spirit of America's decentralized, non-bureaucratic approach for rapid local progress worldwide.

Spirit of America offers a competitive compensation and benefits package including medical, dental, vision, short- and long-term disability and life insurance. This position will also have international insurance, a 403b with up to 4% employer match, and phone or phone stipend. This position is considered exempt.
