The National Alliance to End Homelessness (Alliance) is an influential national nonprofit devoted to finding and advancing solutions to homelessness. We are focused on making an impact and we seek an enthusiastic new member for our Program and Policy Team.  The Program and Policy Team works with communities to understand the best solutions to homelessness, and then with policymakers to develop strong policy and adequate resources to support those solutions. This position will focus on policy-makers at the state level in California, and in engaging California on federal policy issues.

What we are looking for:

The Alliance is looking for a Policy Fellow who is committed to helping end homelessness in California and the nation. A successful candidate would seek to accomplish this by working in close cooperation with homelessness programs and advocates in the state, and with local governments and people experiencing homelessness, to understand needs and priorities. They would combine this information and knowledge of the situation in the State with the Alliance’s national knowledge of policies and practice. Based on this, they would work with both the administrative and the legislative branches of the California state government to advance solutions to homelessness in California.  

We seek someone with high energy, excellent organizational and communications skills, and a grounding knowledge of homelessness and of the policy making apparatus of California at the legislative and administrative levels. Because the Alliance is located in Washington DC and does not have other staff permanently located in California, a successful Policy Fellow will be self-motivated, able to work independently, and have strong collaborative skills to create partnerships with California advocacy, provider, local government and state colleagues.   

What you will do:

The California Policy Fellow will use research, data, information from colleagues and consumers and local experience to identify the best solutions to homelessness for the State of California. The Policy Fellow will be conversant with state policy on homelessness, and with the operations of the California State policy infrastructure – legislative and administrative. The Policy Fellow will collaborate with other local and national partner organizations to build state and federal policy that supports those solutions. The primary focus for the Policy Fellow will be leading the Alliance’s policy efforts in California. The Policy Fellow will also seek to engage California stakeholders in the national policy debate. 

Tasks will include:

  • Be conversant with evidence-based solutions to homelessness, and community and state examples of success and be able to translate these into the California context. 
  • Use data and research to understand the details of homelessness in California and the approaches of different jurisdictions. Build relationships with leaders in the field to identify the most successful strategies for reducing homelessness in California and to understand the barriers to implementing these models.
  • Advocate on strategies to reduce the significant racial disparities of homelessness in California.
  • Develop state policy recommendations and proposals in support of strategies that reduce homelessness. This requires understanding of current state and federal homelessness and mainstream legislation and programs.
  • Advance the Alliance’s policy and practice solution recommendations, and those of other organizations that it supports: 
  • Develop relationships and work with other state and local organizations with shared or overlapping agendas;
  • Develop relationships and work with local homeless systems and providers and local and state government partners to understand their needs and to advance policy goals;
  • Work with state legislative staff and government officials to educate them about homelessness and its solutions;
  • Create information and communications vehicles that inform all parties about the nature of homelessness and its policy solutions; and
  • Help keep all partners updated on state and federal policy developments and impacts. 
  • Maintain nonpartisanship at all time, and work on a bipartisan basis. 
  • Participate in developing content and speakers for Alliance conferences and events.
  • Contribute to Alliance publications and website.
  • Represent the Alliance at meetings and conferences as appropriate.


What a successful candidate will need:

Knowledge and skills:

  • Demonstrated commitment to having an impact on homelessness, poverty or related issues
  • Excellent written and oral communication skills.
  • Demonstrated ability to conceptualize, initiate, and implement tasks
  • Ability to work independently
  • Working knowledge of policy issues related to homelessness (including housing and health care)
  • Working knowledge of California legislative and administrative systems and procedures
  • Working knowledge of federal poverty and homeless programs

Education and experience:

  • Bachelor’s degree or equivalent
  • At least five years relevant experience (homelessness, health and health care, human services, policy, etc.)
  • Graduate degree a plus
