The Opportunity

CEO is currently seeking a Workforce Policy Associate to play a central role in working with California-based Local Workforce Development Boards (LWDBs) -- boards comprised of local and state leaders that set workforce policy, develop regional strategic plans, and set funding priorities -- to increase workforce opportunities for formerly incarcerated individuals.


This position will work closely with CEO’s California Director and national Director of Policy to provide research assistance and strategic guidance to local LWDBs on best practices that lead to the development and implementation of expanded transitional job opportunities. As this is a new position and initiative for CEO, we’re looking for an individual who is eager to develop a strategy for success, build his/her knowledge and expertise, and help shape the vision and direction of an initiative that has the potential to have major impact on our constituents.


What You’ll Achieve

You’ll serve as an important influencer to incorporate transitional job opportunities into local workforce development plans in several California cities that will be life-changing for individuals coming out of the prison system. You’ll establish and cultivate new relationships with LWDBs, city and state agencies, and additional stakeholders along the way.


Who We Are

The Center for Employment Opportunities (CEO) provides employment services to people with recent criminal convictions.  Across the United States, over 5,000 people participate in CEO each year, transitioning to employment that supports themselves, their families, and their communities.


What began as a demonstration project of the Vera Institute of Justice in the 1970s to address employment barriers facing the formerly incarcerated following release in New York City has grown into the leading reentry employment organization in the country, where over 25,000 formerly incarcerated individuals have secured full-time employment since 1996. Since 2009, CEO has gained support to expand its programs through government, nonprofit, and private organizations including the Federal Social Innovation Fund, the Edna McConnell Clark Foundation, Robin Hood Foundation, and Rockefeller Foundation. In 2016, CEO embarked on a 5-year strategic plan to grow to serve 9,000 participants annually.


The Nitty Gritty

Responsibilities of the Workforce Policy Senior Associate will include but are not limited to:

  • Developing relationships and partnering with LWDBs and governments to establish or expand transitional jobs programs for formerly incarcerated individuals
  • Providing technical assistance to LWDBs, drafting local plans, helping convene local stakeholders, and supporting program development
  • Researching federal and state funding opportunities that could support transitional job programs for formerly incarcerated individuals
  • Working with the California Department of Labor and Employment Development Department to identify statewide policies and initiatives that could support transitional jobs programs
  • Representing CEO at conferences and meetings; presenting and participating in key discussions
  • Envisioning, implementing, and supporting multiple projects that arise out of this initiative; drafting and distributing proposals, white papers, policy briefs, slide decks, and fact sheets related to this initiative

Who You Are:

You’re deeply dedicated to social justice and perhaps are already working in the re-entry space. You come to CEO with at least 3 years experience in the policy or nonprofit sector, serving in a role in which you conducted research, developed content, and/or coordinated a large-scale initiative across internal and external teams. You have or are capable of quickly developing expertise in workforce and criminal justice policy within California and nationally, especially as it relates to transitional jobs. You’ve previously managed ideas from research to execution, dreaming big along the way.

You believe in the power of partnerships and have a knack for identifying potential overlaps with local organizations and for helping others see the value of these connections. You’ve been able to establish yourself as an expert within a particular space and have experience presenting information to key stakeholders, including public officials. You have excellent interpersonal and written communication skills, capitalizing on real stories, social media, and creative outreach to share information with others. You love to be “in the know” in the policy space, living and breathing new legislation, policy briefings, and local happenings, and you leverage this information within key projects you’re working on. You’re resilient and don’t give up, keeping your eye on the end result while working under pressure and meeting deadlines despite opposition or setbacks.
