SUMMARY

Under the direct supervision of the Senior Capital Improvements Project Manager, the Capital Improvements Project Manager is responsible for performing work related to planning and managing capital improvement projects across TNDC portfolio.

ESSENTIAL DUTIES 

  • Manages all Capital Improvement supplies and equipment purchases and rehab construction projects in order to complete projects on time and on budget, and track projects with Microsoft Project Manager software.
  • Performs feasibility analyses of properties, including deficiency lists, preliminary code investigations, and cost analyses and recommendations for Capital Improvement and rehab projects.
  • Coordinates bid and qualifications processes to select and manage vendors, design professionals, contractors, and consultants for all Capital Improvement purchases and construction projects.
  • Prepares and negotiates contracts.
  • Monitors contract compliance and inspects completed work.
  • Along with the Assistant Facilities Manager, manage the Preferred Vendors List.
  • Oversees project design development; supervises preparation of project plans and specifications for all Capital Improvement projects and purchases.
  • Prepares construction and design related cost estimates, reviews invoices, and monitors costs for all Capital Improvement projects and purchases.
  • Obtains and tracks contractor license, insurance, lien waivers, and required building permits and all required TNDC management approvals.
  • Oversees the construction process including compliance with local government agency requirements.
  • Perform site inspections.
  • Analyzes and makes decisions regarding change order proposals.
  • Assures compliance with plans and specifications.
  • Coordinate with Property, Facilities and Asset Management staff to establish priorities, funding requirements, scope of work for Capital Improvement purchases and rehab/construction projects.
  • Responsible for the maintenance of a database to identify, schedule and report on all facilities deficiencies, cost estimates, priorities and update status for Property Management and Asset Management annually.
  • Other duties as assigned.

REQUIRED SKILLS

  • Knowledge of design processes and construction materials, means and methods.
  • Excellent organizational, verbal and written communication skills.
  • Ability to prioritize and work independently on a wide variety of tasks.
  • Ability to effectively manage time and paper.
  • Exceptional ability to pay close attention to details.
  • Experience with spreadsheet, word-processing, Microsoft Project software.
  • Ability and willingness and sensitivity to work with a diverse, low-income, multi-ethnic population.
  • Sound judgement, and problem-solving.
  • Ability to work effectively in teams.
  • Dependability, initiative and follow-through. 
  • Ability to respond appropriately in stressful situations; possess an even temperament and strong "people" skills with a commitment to customer service.
  • Ability to interact effectively with TNDC staff, outside consultant and vendors.
  • Commitment to values of TNDC.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree and three years of experience in construction management, architecture, engineering or equivalent.
  • Advanced degree can be substituted for 3 years of experience.

PREFERRED QUALIFICATIONS

  • Three years plus experience in construction project management
  • Bachelor’s Degree in architecture, engineering, construction management or related field.
  • Experience with cost estimating and/or capital need tracking software programs.
