The National Association of Counties (NACo), a prominent non-profit in Washington, D.C., is the only organization that supports our nations’ counties’ elected officials through policy and advocacy work. NACo announces an opening for a Program Manager for Resilient Economies & Communities to join our County Innovations Lab. 


The Associate Research Director in NACo’s County Innovations Lab helps to lead the organization’s original research efforts, with a focus on tracking and analyzing trends that impact county governments, including state-level policies and local programs and approaches. The position requires proactive and timely management of multiple ongoing projects in collaboration with NACo colleagues, as well as close coordination with state associations of counties throughout the U.S.  The Associate Research Director reports to the Deputy Chief Innovation Officer.


Primary duties and responsibilities include:


  • Spearheading the association’s efforts to comprehensively track and analyze trends in state-level policy relevant to county governments.
  • Leading ongoing analysis of county government priorities, initiatives and challenges, especially in key jurisdictions engaged in NACo executive networks.
  • Studying and analyzing the varying structures of county governments in different states and the operational impact of different structural approaches.
  • Overseeing production and publication of reports, presentations issue briefs, blog posts and other resources related to national trends that impact counties.  
  • Developing and maintaining strong working relationships with state associations of counties and with staff in key member counties engaged in NACo networks.  
  • Supporting close collaboration with Innovations Lab colleagues, NACo’s Strategic Relations team and other key internal teams.  
  • Planning yearly research-focused meeting of state associations of counties, and supporting planning of convenings for key county executives.
  • Helping to provide strong customer service to NACo members and external stakeholders.
  • Other duties as assigned by the Deputy Chief Innovation Officer and/or Chief Innovation Officer.
  • Some travel is required, estimated at six to eight trips per year.


Qualifications:


  • 5-7 years of experience in relevant research or other analytics role.
  • Bachelor’s degree required, advanced degree preferred.
  • Excellent verbal and written communication skills, including in public presentations, internal and external meetings and production of reports and other resources.
  • Experience in effective leadership of multiple ongoing projects without compromising quality or timely delivery.
  • Ability and willingness to work as part of a team.
  • Ability to meet deadlines and work well under pressure.
  • Ability to work well in a political environment.
  • Ability to work well with external partners.
  • Knowledge of local governments and relevant organizations.
