The Program Manager oversees the program at the De Montfort facility through two primary functions: program management and clinical case load responsibilities. The Program Manager implements substance abuse and mental health services, maintains an assigned caseload of severely and less severely impaired veterans and provides individual counseling, group counseling, case management, assessment, advocacy, outreach and crisis intervention. This position provides supervision to a Mental Health Specialist, Peer Specialist, and Program Monitor staff.

Roles and Responsibilities

Program Management:

  • Supervise performance of tasks assigned to Program Monitors  
  • Provide after hour support to onsite staff in addition to calls regarding coverage issues
  • Coordinate with Property Management staff to ensure maintenance of the facilities
  • Gather and maintain reporting data necessary for regular funder and programmatic reports
  • Maintain legal and contract compliance as outlined by our funder
  • Liaise with community-based organizations
  • Interface with referral agencies to facilitate intakes and exits from the program
  • Coordinate transfers to other sites as applicable

Clinical Case Load duties include:

  • Supervise program counseling staff as directed
  • Facilitate regular case conferences
  • Oversight of staff charting and documentation
  • Conduct pre-admission evaluations
  • Assign case loads and conduct census management
  • Coordinate treatment with other providers, with particular attention to VA providers
  • Conduct individual and group counseling
  • Conduct crisis intervention/de-escalation and conflict resolution as needed
  • Engage residents in personal growth, create treatment plans directed towards the achievement of personal goals with a focus on obtaining housing
  • Serve as a role model for case management and support staff
  • Conduct staff training as needed
  • Attend required training to ensure individual and professional growth.
  • Participate in weekly individual program and clinical supervision

  • Masters degree in Social Work, Psychology, or Counseling
  • Licensed or license eligible by the California Board of Behavioral Sciences or equivalent  
  • Minimum of four years experience providing mental health, substance abuse counseling and case management services to individuals with significant mental health challenges, with at least three years experience in human service agencies
  • Minimum of two (2) years experience in program management, preferably in a residential setting with fiscal monitoring, census management, waitlist management, and program case conferences
  • Supervises Mental Health Specialist, Peer Specialist, and Program Monitor staff
  • A working understanding of the mental health, medical, and substance use problems of veterans
  • A working understanding of the impact of homelessness
  • Experience with census management coordination with intra-agency placement and bed transfers
  • Experience with intake, outreach, pre-admission assessment and waiting list management
  • Experience conducting individual and group counseling sessions addressing a variety of issues including treatment of mental health disorders, life skills, and harm reduction
  • Experience with crisis intervention that includes an ability to assess risks and relapse behavior
  • Demonstrated ability to work as a team member
  • Goal oriented program management experience including supervision, reporting, data tracking
  • Ability to complete all required program documentation according to required time-lines
  • Demonstrated ability to satisfy satisfactory documentation requirements as evidenced by a quality assurance protocol of a random chart review for the first six months, or longer if indicated, followed by sporadic documentation quality reviews
  • Strong writing skills
  • Understanding of confidentiality requirements and professional boundaries
  • Familiarity with community resources in social work and human services, including substance abuse, medical and mental health resources and resources serving the homeless
  • Basic computer skills with proficiency in Microsoft Office
  • Must be able to communicate effectively with a variety of personalities and be comfortable working with an at-risk client population, including embracing the agency’s Cultural Humility Initiative
