JOB DESCRIPTION:

Rosie’s Place, a sanctuary for poor and homeless women, offers emergency and long-term assistance to women who have nowhere else to turn. Rosie’s Place accepts no government funds and relies instead on committed volunteers and private supporters to accomplish its effective and innovative work.

POSITION SUMMARY:

Reporting to the Director of Finance, the Payroll and Benefits Manager (PBM) is responsible for payroll administration, processing health benefits, COBRA, HRA, FSA and 401k paperwork. The PBM is responsible for maintaining courteous and professional relationships with employees and the benefits vendors.

ESSENTIAL RESPONSIBILITIES:

Responsible for the administration of the payroll transactions that are timely and in accordance with all applicable State/Federal laws and IRS regulations through the management of:

• Oversight of the payroll function of benefit transactions, miscellaneous, wage garnishment and retirement deductions withheld from employee’s bi-weekly paychecks.

• Production of all biweekly payroll cycles, special compensation amounts, and bonus payrolls; oversees the issuance of all out of cycle checks to ensure the appropriateness of the transaction is in accordance with the internal control environment.

• Prepares and audits payroll transactions such as, but not limited to, wage garnishments, tax withholding information, deductions, pay calculations, retroactive transactions, and reimbursements prior to processing each payroll cycle.

• Collaborates with the Human Resources Manager to ensure the processing of new hires, promotions and terminations are reflected accurately and timely within Quickbooks

• Responsible for updating employee information, maintaining personnel files, and coordinating implementation of numerous HR initiatives and programs.

OTHER RESPONSIBILITIES:

• Benefit Compliance Reporting

• Under the direction of the Director of Finance, implement an HRIS data system.

• Responsible for 403b and FSA discrimination testing.

• Compensation Statements

• ACA Reporting

QUALIFICATIONS:

• Bachelor’s Degree plus 5-7 years of experience managing all aspects of payroll administration and benefits.

• Experience with Intuit and Electronic timesheets is strongly preferred.

• Previous experience with leading HRIS system implementations and upgrades is necessary.

• Friendly, positive attitude.

• Enthusiastic team player.

PHYSICAL REQUIREMENTS/WORK ENVIRONMENT:

Job is performed in an office environment. Day-to-day work includes paper and computer work as well as interaction with staff, guests, and volunteers. The position may require travel between facilities or community locations.
