The American Association of State Highway and Transportation Officials is currently hiring an Associate Program Manager for Planning and Data, a full-time position located in our Washington, DC office.

Nature of Position:

Reporting to the Program Director for Planning and Performance Management, the Associate Program Manager for Planning and Data will support the Program Director in the administration and implementation of programs, projects and special assignments related to the committees on Planning (COP), Performance-Based Management (CPBM), and Data Management and Analysis (CDMA). In carrying out the below responsibilities, the incumbent is expected to develop and maintain professional relationships with individuals and organizations in the transportation community, including associations, government agencies, academia, and the private sector. The incumbent must also be able to set priorities and achieve them independently in a timely manner.

The incumbent will be responsible for assisting the Program Director for Planning and Performance Management and the Transportation Data Programs Manager with the following activities related to the committees on Planning, Performance-Based Management, and Data:

  • Organize, develop, and run regular subcommittee conference calls and meetings as assigned for the committees.
  • Assist in bringing together member states to discuss proposed federal actions and electronically submitting AASHTO’s comments on the actions.
  • Assist in planning and implementing national conferences, training workshops, webcasts, webinars and meetings with state DOTs and resource agencies. Incumbent will receive and answer inquiries from members and the public about transportation planning and performance-based management programs.
  • Support the development and implementation of a robust research program focused primarily on NCHRP. This will include identifying research needs, turning those needs into research project ideas with direction from AASHTO staff and members, and determining how best to get the research projects funded. The incumbent will serve on research panels and ensure the needs of the AASHTO members are met as related to the research project.
  •  Responsible for COP and CDMA website maintenance and improvements (http://www.transportationmanagement.us and http://www.statewideplanning.org), including independently managing various website consultants. Incumbent will periodically analyze website usage information and conduct customer evaluations of the website and institute website enhancements as appropriate.

The incumbent is expected to ensure a connection between the CTPP Program and the Committee on Planning in two ways. First, the incumbent will ensure research projects of interest to the CTPP Program are coordinated with the Committee on Planning. Second, the incumbent will support the Program Manager for Data Management and Analytics with the development and delivery of training courses for the CTPP Program (https://ctpp.transportation.org/training-resources/).

In the course of performing the work related to the COP, CPBM, CDMA and CTPP Program, the incumbent will:

  • Work closely with the Program Director in gathering, synthesizing, and communicating information to the Policy and Management Division staff, AASHTO staff, and members of AASHTO committees.
  • Work with the Program Director for Planning and Performance Management in on-going project management and budgeting.
  • Draft presentations and letters for AASHTO members and staff; drafting responses to requests from state or federal agencies; and coordinating with other AASHTO divisions.
  • Perform a wide range of routine tasks such as drafting correspondence; conducting surveys and tabulating results; coordinating meeting and teleconferences; filing expense reports; processing invoice requests; and tracking billing against budgeting for accuracy.

Position Requirements

The successful candidate will have four or more years of diverse technical and professional experience, with demonstrated evidence of increasing responsibility. Relevant transportation-related experience desired, preferably at a government, industry, association, or research institution. A Bachelor of Arts or Science degree is required, preferably in the areas of transportation planning, transportation policy, or engineering. An advanced degree in the area of transportation policy, transportation, or related area is an acceptable substitute for the required years of professional experience.

The candidate must have excellent written and oral communication skills, excellent research and analysis skills, and the ability to establish work program priorities and carry them out independently. A broad knowledge of state and federal transportation programs; state, national, and local transportation policy issues; federal government programs and agencies; and Congressional committees with authority for highways, transit, and aviation desired. Project management skills including planning and tracking project budgets and deliverables are required. Ability to organize survey responses, prepare PowerPoint presentations, and research effectively to prepare reports with minimum supervision is also necessary.
