POSITION DESCRIPTION: Fair Housing Associate


Job Description: The Fair Housing Associate will be at the forefront of Open Communities' fair housing investigation and enforcement programs. This position will implement a fair housing testing program to identify housing discrimination throughout the northern suburbs of Chicago. The Fair Housing Associate will aid the Director of Fair Housing in addressing credible cases of discrimination. This position is for someone who understands the impact of decades of private and government-sanctioned discriminatory housing practices and who lives and breathes our mission. This person works side by side with the Director of Fair Housing. Housing background is not required. A commitment to learning about it is.


Status: Reports to the Director of Fair Housing


Responsibilities: The Fair Housing Associate ("FHA") is responsible for implementing a fair housing testing program with oversight, direction, and collaboration with the Director of Fair Housing. The FHA is also responsible for assisting Director with enforcement complaints, as needed. Depending on experience and necessity, the FHA may assist with legal aspects of the enforcement program, including legal research and writing. Specifically, the OCC will:

• Conduct fair housing tests to discover discrimination in rental housing practices in Chicago;

• Recruit, train, and maintain a diverse pool of testers;

• Create and update tester training and reporting materials, as necessary;

• Prepare and oversee tester assignments;

• Review and analyze test results;

• Manage client database and maintain detailed case records; prepare and present accurate and reliable summaries of findings, recommendations, and relevant statistical data;

• Work with the Director of Fair Housing to design systemic investigations, assess cases for litigation, and advance systemic advocacy;

• Provide testimony, if needed, at deposition or trial regarding all aspects of the testing investigation;

• Building and maintaining case files, including case and enforcement logs;

• Maintaining communication between clients, attorneys, staff, and others;

• Assisting with negotiation to resolve complaints and requests for reasonable accommodation; • Assist with grant reporting;

• Assisting with other Fair Housing Program activities and other duties as assigned by Director


Qualifications: Since this position involves conducting investigations and building cases in anticipation of legal action, a legal background is highly desirable. Depending on education, experience, and ambition, this position has the potential to expand into a full legal support role, aiding the Director of Fair Housing in state/federal litigation and/or administrative hearings. However, legal experience is not required; only a desire to learn is necessary.

• Bachelor's degree;

• Legal experience desired, but not necessary;

• Experience with fair housing law desired, but not necessary;

• Excellent verbal and written communications skills;

• Project management experience and a high level of organization and detail orientation;

• Ability to work non-traditional work hours when needed to coordinate testing and conduct outreach;

• Ability to communicate effectively and maintain good relations with clients and employees;

• Proficient in Microsoft Office, especially spreadsheets, database, and reporting tools;

• Excellent communication, writing, problem-solving, and organization skills;

• Adaptability - Adapts to changes in the work environment; can deal with frequent change, delays, or unexpected events.


Working Conditions: Currently, this position operates in a hybrid work schedule, with two days in a professional office environment and three days working remotely. We currently utilize a coworking space in downtown Evanston. This position may also be required to work from multiple locations throughout Cook and Lake Counties. This position requires a flexible schedule, but typical hours are Monday through Friday, 9:00 AM –5:00 PM; however, evening hours may also be needed, including weekends and holidays. Car or access to a vehicle required for investigations and client appointments when applicable. Employment at Open Communities is contingent upon receiving all recommended doses of the COVID-19 vaccine or having a valid religious or medical reason not to be vaccinated.

Salary range: $50,000 – 55,000 per year plus benefits
