Director, The Arc Rhode Island Family Advocacy Network (part-time)

The Director of The Arc Rhode Island Family Advocacy Network (FAN), a new part-time (50% FTE) position, will build and lead a vibrant grassroots and online movement of Self-Advocates and family members to advocate for, and support implementation of, public policies that promote the full inclusion of people with Intellectual/Developmental Disabilities (I/DD) in their communities. The Director will monitor relevant public policy developments in the executive, legislative and judicial branches of Rhode Island government and will educate and mobilize people with I/DD and their families in support of favorable policy outcomes. The Director will educate key decision makers, the media and opinion leaders, promoting awareness about the needs, issues and concerns of people with I/DD and their families.
A member of the national staff of The Arc of the United States, the Director will, at least initially, be the sole in-state employee leading the development of The Arc Rhode Island Family Advocacy Network. Additional staffing support will be provided by personnel in The Arc’s national headquarters in Washington DC. Support, expertise and resources will also be provided by leaders in the Rhode Island disability community, including local chapters of The Arc and organization members of the Community Provider Network of Rhode Island.
The Director will establish an impactful advocacy program that strengthens and leverages the relationship among individuals with I/DD and their families, service providers and the I/DD community, including state and local decision-makers.
The Director will further The Arc’s mission of promoting and protecting the human rights of people with intellectual and developmental disabilities and actively supporting their full inclusion and participation in the community throughout their lifetimes
The Arc Rhode Island Family Advocacy Network will be guided by an Advisory Council composed of people with I/DD, their parents, siblings and family members, professionals in the developmental disabilities field and other supporters.
Essential Job Functions
The Director of The Arc Rhode Island Family Advocacy Network will have a diverse portfolio of responsibilities including but not limited to:
· Understanding the experiences that Rhode Island Self-Advocates and families face on a regular basis
· Setting the strategic direction for the FAN
· Developing an infrastructure to support the FAN
· Building a strong network of FAN members
· Publicizing the FAN’s activities focusing on the importance of preserving and growing program supports for people with I/DD and their families
· Educating FAN members about public policy issues affecting people with IDD and their families in Rhode Island and the US
· With FAN members, educating elected officials and decision makers about Rhode Island and US public policy issues affecting people with I/DD and their families
· With FAN members, engaging with the community via social media and traditional media (TV, radio, newspaper)
· Incorporating strategic communications strategies to guide FAN members to engage with elected officials and decision makers through e-mail communications, social media, individual and group meetings, attendance at community events
· Hosting and participating in relevant meetings, events and initiatives throughout Rhode Island to increase the number of FAN members
· Developing and maintaining positive working relationships with advocacy groups, CPN-RI (Community Providers Network – Rhode Island), CPN-RI members, and other stakeholders to work collaboratively to address elected officials and decision makers
· In partnership with FAN members, organizing and participating in:
o Hearings held by the RI general assembly (House and Senate)
o Hearings held by the RI Governor’s office, state departments, boards and commissions
· Along with FAN members, representing FAN in meetings and events held by disability, advocate and family coalitions
· Along with FAN members, reaching out to and responding to inquiries from the media
· Working closely with the FAN Provider’s Group Council, The Arc, disability advocacy leaders in Rhode Island, and the staff and members of the CPNRI to identify financial support for the FAN.
· Other duties as assigned within the scope of responsibility and requirements of the job.
Essential Job Requirements
A successful candidate for the Director of The Arc Rhode Island Family Advocacy Network will be committed to the mission of The Arc and have:
· A deep interest in issues and concerns of people with I/DD and their families
· Knowledge of the intellectual/developmental community in Rhode Island
· Experience supporting and communicating with Self-Advocates and family members
· The ability to envision and direct a statewide advocacy network
· Experience in building coalitions, community and/or grassroots organizing
· Experience with legislative and regulatory advocacy
· Established relationships with relevant elected and appointed government officials highly desired
· The capability to grow organizational membership
· A familiarity with how to increase engagements with elected officials and decision makers
· Practice in submitting progress and accomplishments reports
· Exceptional interpersonal skills
· Knowledge in facilitating effective and efficient meetings
· Outstanding writing skills
· The ability to understand and communicate the needs of people with I/DD and their families to those outside the disability community
· The aptitude to work independently and as part of a remote team
· The capacity to be flexible and adapt well to change in a fast-paced environment
· The capacity to attend evening meetings and work on weekends as needed
· A commitment to social justice and community organizing principles
Residency in Rhode Island is also required.
