The Friends Committee on National Legislation (FCNL) is seeking an experienced Director of Human Resources Management. FCNL is an established Capitol Hill non-partisan Quaker lobby in the public interest.  We advocate for peace and justice and a sustainable environment. We are seeking a leader who will be responsible for the overall administration, coordination and evaluation of the Human Resources functions at FCNL. This is a senior position within the organization and requires extensive interaction with the management team and the Executive Secretary.


The Organization

We work for social and economic justice, peace, stewardship of the environment, and good government. FCNL lobbyists have extensive contacts on the Hill and conduct focused legislative campaigns on priorities ranging from peacebuilding to criminal justice sentencing reform to climate change. Our dedicated grassroots network brings constituent perspectives into congressional offices—both here in Washington at two major lobbying events each year and in local district offices throughout the year.  We inform and educate our network through our newsletter and collateral materials; and activate our grassroots network through a robust web site, email, and social media outreach. FCNL witnesses from a basis of spiritual and ethical purpose and seeks to change government policy and practice for the better. FCNL is entering its 75th year of bringing Quaker values to bear on national policy through congressional testimony, Capitol Hill visits, grassroots lobbying, and educational initiatives.

Our national network includes people from many different faiths and backgrounds who are activists and donors. Headquartered on Capitol Hill in Washington, DC, FCNL is governed by a General Committee of 190 Quakers from across the country and employs a staff of 50, with an annual budget of $7.5 million.


Key Priorities and Responsibilities:

·        Oversee the development and execution of an organization-wide human resources strategy.

·        Provide leadership for HR-related projects that address our strategic priorities, including salary administration, diversity and inclusion initiatives and other projects that arise.

·        Develop and maintain standardized Human Resources processes for hiring, training, onboarding, departures, and evaluation processes.  Actively work with managers to identify strategic hiring opportunities that will support and grow our lobby and outreach work.

·        Coordinate all aspects of benefits administration, including open enrollment, compliance reporting, budgeting and selection of additional options for employees

·        Manage FCNL’s processes for employee relations. Work with management and attorney as necessary, develop communications and soft skills training to improve communication and counsel both managers and staff to identify areas of differences and potential improvement.

·        Interpret personnel policies and procedures to staff on an ongoing basis, including standard policies for specific instances, changes in law or employment practices and will update and distribute personnel manual updates at least annually.

·        The Director is responsible for all HR related reporting and compliance on a timely and accurate basis.

The Director of Human Resources reports to the Executive Secretary.


Experience and Attributes

·        Master’s degree and Senior Certified Professional (SHRM-SCP) or Certified Professional (SHRM-CP) credential preferred. Equivalent combination of education and experience required such as Bachelor’ Degree in Human Resources with at least 7 years of experience as an HR manager in non-profits.

·        Demonstrated ability to support and enhance desired changes in organizational culture

·        Demonstrated experience in designing, training and implementation of plans to build diversity and equity within the organization.

·        Comprehensive understanding of local, state and federal employment laws.

·        Exceptional interpersonal communication and relationship-building skills.

·        Facility in using and overseeing Personnel Management/Payroll software

·        Willingness and ability to work in a fast-paced environment, set priorities and work independently as well as be an effective team member.

·        Ability to be decisive and persistent while making good judgments.

·        Collaborative mindset. Ability to establish trust and build relationships with people at all levels of the organization.

·        Self-starter who is comfortable building programs and structures.

·        Attention to detail is essential.

·        General agreement with FCNL’s policy positions and understanding of faith-based perspective of lobbying.
