Earthworks is a non-profit organization dedicated to protecting communities and the environment from the adverse impacts of mineral and energy development while promoting sustainable solutions.  We are a dynamic advocacy organization headquartered in Washington, DC, with a mostly remote workforce of 30 people across 8 states working to reform government policies, improve corporate practices, influence investment decisions, and encourage responsible materials sourcing and consumption. We ensure that communities’ voices and concerns are heard in the corridors of power, from the nation’s capital to state houses and local levels.

Earthworks is seeking a full time Pennsylvania Field Advocate to help document and address the health and climate impacts of the oil and gas ("fracking") industry. The ideal candidate will thrive while managing multiple priorities in a dynamic and fast-paced environment, advancing and empowering residents on the front lines of extraction, and maintaining solid relationships with diverse partners and stakeholders. 

A key role of the PA Field Advocate will be to conduct fieldwork using an Optical Gas Imaging (OGI) camera. OGI cameras make otherwise invisible oil and gas emissions visible, and are industry-standard tools used by regulators and by the oil and gas industry. Earthworks will cover all training and travel costs associated with obtaining certification as a thermographer for the PA Field Advocate position. Earthworks advances strong federal and state regulations and policies and their enforcement to limit emissions of methane and health-harming pollutants created by the oil and gas industry.  Progress in Pennsylvania is critical to stemming harm from the rapid expansion of production and processing and petrochemical facilities using Marcellus and Utica Shale gas. 

 The PA Field Advocate will report to Earthworks’ Field Manager and join our team of policy experts, communications and development staff, and field representatives in Pennsylvania, Colorado, New Mexico, and Texas. 

 Location: 

Residence in Pennsylvania preferred; other locations in surrounding states considered. The Field Advocate will work from a home office and travel frequently throughout Pennsylvania (currently according to Earthworks' COVID travel guidelines and restrictions). 

Scope of duties:

  • Engage and support communities living with the impacts of nearby gas development. 
  • Obtain Optical Gas Imaging (OGI) thermography certification (costs of training to be covered by Earthworks) and use Earthworks OGI cameras to identify and document pollution from gas wells and facilities. 
  • Present OGI videos of otherwise invisible oil and gas pollution to diverse audiences. 
  • Advocate for strengthened policies that reduce emissions from oil and gas operations and protect impacted communities.  
  • Conduct field tours with legislators, regulators, local residents, and the media to showcase OGI and engage them in taking action to prevent climate and health impacts.
  • Using OGI videos and other information, help file and track complaints with state agencies and push for responsive action to reduce emissions.
  • Work with the Field Team, State and Federal Policy team, and partner organizations to identify and advance regulatory and policy priorities to reduce oil and gas pollution and impacts on communities and the environment.

  Qualifications:

  • At least 3 years of experience in grassroots and/or non-profit policy advocacy efforts. 
  • Experience in engaging with frontline communities and collaborating with local elected officials and other allies.
  • Strong oral and written communication skills. 
  • Experience with public speaking and facilitating meetings.
  • Ability to travel frequently when safe to do so (especially within Pennsylvania and across the Appalachian region), and to drive and work in outdoor environments in varied weather conditions and on uneven terrain.
  • Ability to work both independently  and under direction as part of a project team.
  • Familiarity with or willingness to learn about science and policies related to the oil and gas industry and its climate, environmental, and health impacts. 
  • Ability to professionally and respectfully engage and collaborate with people of diverse backgrounds and perspectives.

The annual salary for this position is competitive for small to medium non-profits, ranging from $53,000-$58,000 depending on experience.
