ABOUT THE POSITION: The Contracts & Compliance Manager oversees all funder contracts and ensures that all regulatory requirements are completed accurately and on time. The Manager oversees the performance reporting, renewal, and regular payment timelines for all program and property contracts for the agency. This detail-oriented Manager reviews and evaluates compliance and ensures that leadership are aware of and in compliance with the rules and regulations of regulatory agencies’ funder contracts. It is their responsibility to coordinate all contract audits, ensure that company policies and procedures are being followed, and ensure that all internal measurements are collected as defined. The Manager is a member of the Senior Leadership team and is responsible for reporting any legal, financial, or relationship risk to the Executive Leadership Team.

Contract Management

o  Supervise all federal, state, county, city, subcontracts, and private funder contracts, including annual contract negotiations, MOUs, application submissions, invoice submissions, funder reports, and contract review.

o  Track status of each funding contract and act as liaison with Managers on financial status of contracts relating to their program.

o  Develop, build, and maintain an electronic matrix management system for tracking of all contracts and compliance requirements.

o  Manage the RFP process for evaluating new and renewing funding opportunities. Coordinate the collection and submission of RFP data.

o  Provide technical assistance and oversight to Managers on project implementation, invoicing, reporting, and meeting other contractual responsibilities. Report any managerial failure to comply to leadership.

o  Develop and maintain favorable relationships with all contract monitors.

Compliance Management

o  Report all monitoring efforts and reporting results of all compliance related training, reports, and results to central management staff and respective Managers.

o  Facilitate all external and internal program audits as assigned and provide audit status reports to central and other staff, as needed.

o  Ensure the accurate collection of data through current organizational data systems.

o  Serve as agency technical lead for Coordinated Entry for All (CEA).

Collaboration & Departmental Development

o  Provide guidance to central management on contracts and compliance related requirements including document storage and retention.

o  Report compliance problems to Executive Team and make recommendations for remediation.

o  Assist other staff in developing systems to meet and exceed compliance needs and ensure timely invoicing of all contracts to maintain agency cash flow.

o  Play a leadership role in all cross functional teams and working groups associated with program contracts and compliance needs within the agency.

o  Develop and conduct compliance training programs in conjunction with Human Resources.

o  Develop strategies for continuous improvement of contract and compliance functions, including implementation of best practices through external assessments and benchmarking.

o  Be proactive in finding efficiencies in contract management and invoicing. 


o  Keep immediate superior promptly and fully informed of all problems or unusual matters of significance and take prompt corrective action where necessary or suggest alternative courses of action which may be taken.

o  Maintain a favorable working relationship with all other company employees to foster and promote a cooperative and harmonious working climate which will be conducive to maximum employee morale, productivity, and efficiency/effectiveness.

o  Project a favorable image of the organization in order to promote its aims and objectives and foster and enhance public recognition and acceptance of all of its areas of endeavor.

o  Perform all duties and responsibilities in a timely and effective manner in accordance with established company policies to achieve the overall objectives of this position.
