The Cost Proposal & Budget Manager (CPBM) will work with proposal development teams and Program Administration to provide proposal costing support and coordination for all aspects of IFES’ project-based business development efforts with a variety of donors and partners. In addition to supporting live proposals, the CPBM is responsible for developing and maintaining cost proposal templates and materials, reviewing outgoing cost proposals, monitoring cost proposals trends, and providing budget development training for IFES staff and partners.

Job Responsibilities:MAJOR DUTIES AND RESPONSIBILITIES

  • Collaborates with Project Managers, Program Administrators, and Global Growth & Outreach unit to develop cost proposal budgets.
  • Provides value analysis of cost proposals in development to flag potential losses.
  • Reviews outgoing cost proposals for consistency and errors; determines whether budget proposals comply with regulations.
  • Assists project team in responding to donor questions on cost proposals.
  • Updates and customizes budget and budget narratives templates for various donors as needed.
  • Prepares and maintains list of standard budget inputs.
  • Develops user guides for cost proposal development; provides training on cost proposal development for Project teams.
  • Helps identify financial or operating risks associated with the execution of the contract or project.
  • Collects and reviews actual project spending vs initial budget information from Program Administrators to identify budgeting trends and improve overall quality of cost estimates.
  • Organizes and maintains institutional cost proposal resources and archive online.
  • Liaises with CEPPS finance counterparts on cost proposal budget development and review process.
  • Other duties as assigned by supervisor.

POSITION REQUIREMENTS:

EDUCATION: Bachelor’s degree required

EXPERIENCE:

  • At least 8 years of progressive experience developing successful cost proposal budgets for USG and other international donor organizations.
  • Knowledge of USG rules and regulations.
  • Experience creating, updating, and training other on budget templates.
  • Extensive experience with Microsoft Office 365 products, especially Excel.
  • Working knowledge of Sharepoint.
  • Accounting or financial management experience a plus.

RELATED SKILLS OR KNOWLEDGE:

  • Excellent analytical, written and verbal communication skills. Committed to strong customer service.
  • Proven organizational skills and a capacity to handle multiple tasks under tight deadlines.
  • Demonstrated leadership, management and team mentoring skills.
  • Experience working with both Headquarters and Field Office teams.
  • Experience with non-profits required

LANGUAGE SKILLS:  English required.

TRAVEL: Limited, but as required
